재일한국인은 다른 재외동포와는 구별되는 역사적 특수성을 지니며, 우리 역사의 중요한 부분을 점해왔다. 4~5세대에 이르도록 한국국적, 또는 조선적(무국적)을 유지하고 있는 사실이나, 남북통일의 중요한 한 단서를 포함하고 있다는 점 등이 그것이다. 그러나 지난 10년 길게는 20년 동안, 일본에는 일제시기에 형성되어 한국-조선적으로 분리된 역사적 특수성을 지닌 이들과 구별되는 새로운 재일한국인 집단이 형성되기 시작했다. 일본에서 작명된 ‘뉴커머’가 그들이다. 이들은 한일협정으로 해방 후 20년의 공백에서 벗어나 새로운 이주가 시작된 후, 1980년대 후반부터 본격적으로 하나의 새로운 집단을 이루기 시작했으며, 도쿄(東京) 주변의 오쿠보(大久保) 지역을 중심으로 새로운 집주지역을 형성하고 있다. 재일한국인에 관한 연구는 그동안 역사, 사회, 인류학 등에서 간간히 이루어져 왔지만, 뉴커머에 대한 연구는 매우 드물다. 최근 오쿠보 지역과 같은 집주지역의 공간적 형성이라는 시각에서 새로운 연구주제로 다루어지는 정도이다. 본 연구는 합법적 이주와 불법체류 노동자를 포함하여 뉴커머 재일한국인 전반에 대한 전체 윤곽을 잡은 후, 오쿠보의 코리아타운을 집중적으로 분석하고 있다. 이를 통해 올드커머와는 달리, 뉴커머 집단은 대부분의 소수민족집단의 일반성을 다분히 띄고 있다는 점을 확인했으며, 한국국적과 조선적으로 분리되어 있는 올드커머와 뉴커머 간의 관계설정이 재일한국인 전체의 양상을 점차 변화시킬 것이라는 점에 주목했다.

Koreans in Japan have been a significant part of whole Korean history. They have some historical peculiarities, which differentiates them from other Korean diaspora in the world; 4th or 5th generations still keep Korean nationality, and they could play some important role for national reunification. Separately from those old group of Koreans in Japan, new Korean minority group has been formed since Korea-Japan, normalization treaty of 1965. They are called “new comers” in Japan, They began to form a significant minority group in Japan since the end of the 1980s, and “Korea Town” also began to appear in some places such as Okubo. Researches on Koreans in Japan have been focused on “old comers” in the field of sociology, history, anthropology, etc., but the community of new comers began to be approached from the geographical perspective as newly developed urban minority areas. This paper tries to capture overall situation of new comers including both irregular workers and Iegal immigrants, and then analyse one Korean town in Okubo. This paper found that this new comers`s group have more general characteristics of ethnic minority, and proposes that how they make the relations with old comers would change the overall situation of Koreans in Japan.
