The purpose of this research is to suggest ways to enhance preparedness and response to ensure survivability and minimize damage against escalated NK’s nuclear threat. Since 4th nuclear test actualized NK’s nuclear threat, this research focuses on improving national protection(NP) and consequential management(NCM). Through literature survey, simulation analysis, and case studies from various countries, we have found suitable solutions to ensure survivability and minimize casualty. This research categorizes the NP and NCM at the national and military level into prevention, preparedness, response, and recovery. This study also highlights the importance and necessity of NP and NCM through analyzing the simulation tests of NK’s nuclear attack. The simulation focuses on analyzing effectiveness of systematic preparedness and response. Hence, the research argues that the enhancement of NP and NCM capability at the national and military level will contribute to mitigation of damage and maintenance of operational capability, state function and infrastructure, and thus can function as a means of deterrence.
