칸트의 정치철학적 에세이 『영원한 평화를 위하여 - 한 철학적 기획』은 평화로운 국제 정치질서에 대한 희망과 세계시민주의적인 이상을 담고 있는 서양 근대의 대표적 저술로 알려져 있다. 세계의 항구적 평화 상태라는 목적에 이르기 위한 일종의 실천 계획을 제시하고 있는 이 에세이에서 칸트는 또한 자신의 문명관과 역사관의 일단을 피력하고 있기도 하다. 서양 근대 문명의 형성과정에서 중요한 역할을 했으며 지속적인 영향력을 행사해 온 이 에세이는 실제로 국제연맹이나 국제연합과 같은 국가 간 연합체의 결성에 기여함으로써 국제정치적 현실에 변화를 일으키는 성과를 거두기도 했다. 필자는 이 논문에서 칸트의 이 평화 기획이 갖는 이론적이고 실천적인 의의 그리고 그것의 긍정적 영향을 충분히 인정하는 가운데, 문명사적 관점에서 새로운 비판적 독해를 시도함으로써 그동안 잘 드러나지 않았던 칸트 평화론의 어두운 측면을 조명해 보고자 한다. 필자는 서구 근대 문명이 비서구 세계로 전파되고 확장되는 과정에 동반된 제국주의 이데올로기와 칸트의 평화론 간에 상당한 정도의 연관성이 있음을, 즉 칸트 평화론의 어떤 요소들은 이러한 이데올로기를 정당화하고 있음을 밝힐 것이다. 필자는 이러한 비판적 독해를 통해 칸트의 평화론이 갖는 복합적인 성격을 규명함으로써 직접적으로는 이 저술에 대한 균형 잡힌 이해에 도달하고자 하며, 간접적으로는 비서구 세계에 속하면서 서구 근대 문명을 모델로 근대화를 추진해온 대한민국의 현재에 이 저술이 제공하는 시사점을 검토해보고자 한다

Kant``s politico-philosophical essay Toward Perpetual Peace: A Philosophical Sketch is known as a representative work of the Western modernity which contains the hope for the peaceful international political order and a cosmopolitan ideal. In this essay in which Kant presents a kind of practical plan for a condition of perpetual peace he implies some features of his views on the civilization and the human history. This essay which played an important role in the process of shaping of the modern western civilization and has exerted a continuous influence succeeded in bringing about considerable changes in international politics in that it contributed to the founding of the League of Nations and the United Nations. In this paper, I shall try to shed light on the dark side of Kant``s theory of peace by means of a new critical reading of this essay from the viewpoint of the history of civilization, while acknowledging the theoretical and practical significance and the positive influence of Kant`` conception of perpetual peace. I shall show that there are some connections between Kant``s theory of peace and the imperialist ideology which accompanied the process of development and expansion of the modern western civilization into the non-western world, in other words, some elements of Kant``s theory of peace justify the ideology. By this critical reading, on the one hand I will reach a balanced understanding of the theory through elucidating the complexities of it, on the other hand I will examine what Kant``s essay suggests in respect to the present situation of Korea in the context of globalization, which land belongs to the non western world and tried to modernize modeled after the modern western civilization.
