1990년대 이후 급증한 우리나라 지방자치단체의 국제교류는 세계화와 지방화의 제도환경으로부터 정당성을 획득하려는 상징적 행위로 해석할 수 있다. 본 연구는 DiMaggio& Powell의 제도적 동형화 이론을 통하여 지방자치단체의 국제교류 확산과정에 영향을 미친 세가지 동형화 기제를 분석하였다. 분석결과, 김영삼 정부의 세계화 선언에 따른 세계화정책, 지역발전 패러다임의 변화에 대한 요구가 지방정부의 국제교류 확산에 강압적 압력으로 작용하였다. 그리고 국제교류를 추진하는 지방자치단체의 증가가 미추진지방자치단체에 모방적 압력을 미친 것으로 판단된다. 마지막으로 지방의 국제화에 대한 네트워크로서 한국지방자치단체국제화재단의 활동이 지방정부의 국제교류 확산에 규범적압력을 행사한 것으로 분석된다.

International exchange of local government in the 1990s can be interpreted as a symbolic behavior securing legitimacy from institutional environment of globalization and localization. On this point of view, this study investigated that three isomorphic pressures concepted by Dimaggio & Powell influence the international exchange. This study suggests that Kim Young-Sam government``s globalization policy, a full-implementation of local self-government and a call for paradigm shift on regional development act a diffusion of the international exchange as a coercive pressure. The growing push for the international exchange has a effect on the local government as a mimetic pressure. Korea Local Authorities Foundation for International Relations, which is a network for globalization of local government, influences the international exchange as a normative pressure.
