본 연구는 최근의 국제사회에서 주목하는 ``신앙에 기반한 조직(Faith-Based Organization, FBO)``에 대한 한국 연구의 상대적 부족에 문제의식을 지니고 시작하였다. 특히 한국 사회에서 종교적 신앙 기반 NGO가 차지하는 양적·질적 측면의 영향력에 비추어 봤을 때, 이는 학술적·정책적으로 반드시 필요시 되는 부분이라 할 수 있다. 따라서 본 연구에서는 한국의 종교적 신앙 기반 NGO에 있어 자료 조사를 통해 현황분석을 실시하였다. 더불어 Ronald J. Sider & Heidi Rolland Unruh(2004)의 조직 프레임에 근거한 사례분석을 통해 우리나라 주요 종교적 신앙 기반 NGO의 조직 특성·프로그램/프로젝트 특성에 대해 논의하고, 이를 통해 유형화를 시도하고자 한다. 주요한 분석결과는 다음과 같다. 첫째, 현황 분석 결과, 한국의 비영리법인 12,514개 가운데 FBO는 312개로 나타났으며, 그 가운데 기독교 기반 FBO가 229개로 가장 높게 도출되었다. 한국의 FBO는 특히, 사회서비스 활동(193개)에 다수 집중하고 있으며, 이어서 법, 옹호, 정치, 교육, 국제, 환경 등으로 나타났다. 둘째, 사례분석 결과, 조직적 특성 측면에서 INGO로써 한국 월드비전은 신앙중심형·신앙동반형 사이로 나타났으며, 국내 자생단체인 굿네이버스는 신앙동반형·신앙배경형으로 도출되었다. 한국 세이브더칠드런은 비종교 기반 단체로써 세속형인 것으로 나타났다. 전반적으로 한국의 기독교 기반 FBO의 주요한 두 단체의 경우 정도의 차이는 있지만 신앙이 조직 운영에 주요하게 반영되고 있는 것으로 나타났다. 이는 신앙적 헌신성으로 인한 조직적 일체감과 교회 등 관련기관과의 협력과 파트너십 구축을 통하여 재정의 안정적 확보 등 긍정적 영향을 미치고 있는 것으로 나타났다. 그러나 상대적으로 프로그램/프로젝트의 측면에서는 사업 운영에서의 갈등과 사회적 비판으로 인해 비교적 적은 영향을 미치고 있는 것으로 도출되었다. 프로그램/프로젝트 특성은 한국 월드비전과 굿네이버스 모두 신앙동반형·신앙배경형 사이로 분석되었다. 전술한 논의에 근거하여 본 연구에서는 한국의 종교적 신앙 기반 NGO의 학술적·정책적 발전방향에 대한 시사점을 제시하였다.

Recently, ``Faith-Based Organization(FBO)`` has attracted a fair amount of attention all over the world. In Korea, FBOs have had considerable impacts on society. Curiously, despite the rise of social influence of FBOs, few studies have been devoted to the research according FBOs of Korea. Thus, this paper has the purpose to explore the organization characteristics of FBOs in Korea, and attempt to make a classification of Korea`s FBOs. For this classification, this paper conducted case study on Korea`s FBO, employing an organization frame of Ronald J. Sider & Heidi Rolland Unruh. The findings of the study indicate that: Firstly, in Korea, there is the total of 312 organizations. Specifically, the largest of FBOs is the Christian religion. Secondly, the result from case study shows that the Korea World Vision which is one of the most popular INGOs is at between faith-centered and faith-affiliated in terms of organization characteristics. But the Good Neighbors is at between faith-affiliated and faith-background and the Korea Save the Children is at Secular. Therefore ``faith`` is considerable influence on operating of the organization in FBOs, especially based on Christian religion. On the other hand, the Korea World Vision and Good Neighbors are at between faith-affiliated and faith-background. This research suggests an implication about development direction of academic and policy of FBOs in Korea.
