본 논문은 디지털 리터러시 교육을 위한 디지털 역량의 개념적 특성과 한계를 탐색하였다. 디지털 역량은 디지털 정보와 자료를 활용하여 문제와 과제를 비판적으로 분석하고 그것을 바탕으로 다른 사람과의 협업과 소통으로 사회적 영향력을 발휘하는 능력이다. 그 개념에는 다차원적이고 복합적인 개념, 역량 수준의 그라데이션, 역량 수준의 진단 기준, 영역-일반과 영역-특수의 통합, 개인 및 조직의 특성과 상황 의존성 등의 특성이 내재되어 있다. 또한 디지털 역량은 지속적인 학습과 사회참여, 창의성, 비판적 사고와 문제해결, 효과적인 의사소통 등의 가능성과 디지털 정보의 과신 및 오용, 디지털 정보 관련 병리 현상, 포장된 정체성 및 소외감 증가, 인성 및 감성 능력 저하, 불건전한 정보 습득과 저작권 침해 등의 한계를 동시에 지니고 있다. 디지털 리터러시의 강화를 위해 디지털 기기와 정보 활용 교육, 디지털 리터러시 관련 과목을 통한 디지털 역량 중심 수업, 디지털 의존 및 병리현상을 예방하거나 치료할 수 있는 생활지도 및 상담과 디지털 시민윤리 교육이 필요하다.

The paper explored the conceptual characteristics and limitations of digital competence for digital literacy education. Digital competence is an ability to address the tasks and problems embedded in social actions through the collaboration and communication with other individuals and organizations by using the digital resources and informations and by analyzing and applying them critically and systematically. It is characterized by the multidimensional and ambiguous definition, the gradation of competence levels, the diagnosis criteria of competence, the integration of domain-generic with domain-specific, and the situational context of individuals and organization. It has the possibilities such as lifelong learning and social participation, self-directed utilization of digital technology and media, critical thinking and problem solving ability, and effective communication. But it also has limitations like digital misuse and overuse, digital addiction and uneasiness, information obesity, fake identity, emotional problems, unsound media exposure. In order to enhance the digital literacy, educators need to consider digital devices and resources utilization education, digital-competence based instruction, and digital guidance and digital citizenship education.
