한국의 공무원들은 사회의 기대에 부응하지 못하는 행태를 보이는 경우가 적지 않다. 세월호 참사를 비롯한 근래의 여러 사태에서 드러난 행정의 난맥상과 관련 공무원들의 수동적인 대처가 이를 단적으로 입증한다. 공무원들이 이처럼 공인의식이 결여된 행태를 보이는 것은 그간 공직사회에서 공무원들에게 소극적인 성격의 법적·계층적 책임을 주로 강조해 온데도 그 원인이 있을 수 있다. 이와 관련하여 이 연구에서는 공무원의 직무수행에는 법적·계층적 책임과 함께 보다 적극적인 성격의 윤리적·개인적 책임 의식과 책임 이행이 요구된다는 점을 규범적·현실적 양 측면에서 부각시킨다.

In Korea, acts of civil servants seldom meet the expectations of society, as demonstrated in recent tragic incidents, including the Sewol ferry disaster, in which the behaviors of civil servants were shown to be blameworthy. Such behaviors may have resulted from the fact that until the present time, Korean society and government have placed too much emphasis on the legal and hierarchical responsibility of civil servants, neglecting more active ethical and personal responsibility based on morality. This paper argues that the latter responsibility is as important as the former in civil servants` pursuit of the public interest.
