범죄사건발생 초기 가장 먼저 현장에 도착하여 피해자를 일차적으로 접촉하는 공공기관인 경찰의 역할은 긴급을 요하는 피해자 보호·지원활동에 매우 중요하다. 이에 이 연구는 경찰이 어떻게 피해자보호·지원활동의 구심점 역할을 할 것인가 관한 논의를 목적으로 하였다. 실증적으로 피해자전담경찰관 및 민간활동가를 대상으로 면접조사를 하고 피해자보호·지원의 현 실태 및 활동에 대한 평가를 실시하였다. 이를 바탕으로 피해자보호·지원을 위한 경찰중심의 네트워크 구축방안을 제시하고, 네트워크 내에서 경찰의 바람직한 역할을 모색했다. 분석결과, 경찰이 직접 또는 연계에 의해서 지원할 수 있는 피해자관련 업무를 중심으로, 경찰의 허브기능이 강화된 피해자 보호·지원 네트워크의 구성이 요청됨을 확인할 수 있었다. 그러나 위기개입초기상담부터 피해회복 보호 장기상담까지 피해자를 위한 서비스를 경찰이 담당하기에는 한계가 있다고 본다. 따라서, 여러 피해자 보호·지원 서비스 가운데 경찰의 직접지원이 가능한 영역을 선별한 후, 경찰 이외의 지역사회 자원을 연계하여 지원이 가능한 영역을 발굴하고, 선택적으로 지원할 수 있는 영역을 구분하였다.

The Police is the first criminal justice institute to arrive at the crime scene. The role of the police is very important in protecting and supporting victims that require urgency. Therefore, the construction of an networks for crime victim protection and support should be considered a priority. However, the discussion on the role of police protection and support for victims so far lacked. This study assessed the current situation and the activities of victim protection and support through empirical research that targets police officers and civilian activists. In addition, we suggest a integrated networks for the victim protection, support, and specifically proposes a desirable role of the police. As a result, there is a need to build victim protection and support networks which police hub features enhanced. This network is capable of direct and indirect police support to crime victims. However, police should be the priority in some areas directly support for victims, and the victim counselling services such as optional or cooperative support to be distinguished is efficient. Ultimately the police victim services should be optionally depending on the priority.
