The purpose of this paper is to search for main problems and causes of “Promotion Law of Character Education” (PLCE). Concerning this, in these days, there have been pro and con arguments for and against PLCE in Korean society. Proper studies of PLCE, however, have not been done to resolve conflicts because it was made last year. Results revealed that PLCE has both structural inconsistency and conceptual problems among PLCE statutes. This means that there are some serious limitations in educational contents and ways by PLCE. Especially eight core values/virtues for character education (good manners, filial piety, honesty, responsibility, sensibility of respect, consideration, mutual understanding, and cooperation) and three core capabilities (knowledge, communication ability, ability to resolve conflict) are confused among the statutes. Also PLCE is not a traditional moral character education of Korean society, and it is not a character education in U.S. society. Therefore we should find a way to correct the structural inconsistency and problems by the conceptual confusion.
