이 논문은 ‘지역의 지속적 고부가가치 창출과 삶의 질 향상을 가능하게 하는 지식 관련 고차서비스’로 정의된 ‘지역발전 유발 지식서비스’의 특성을 살펴보고자 한다. 지역발전의 방향과 방법을 제시하는 두뇌기능, 고차 의료서비스, 공과대학에 의한 연구개발 등이 이러한 개념의 현실적인 대상이다. 지역발전 유발 지식서비스 개념의 특징은 지속성, 공공성, 개방성 요구, 고부가가치 생성, 높은 질적 수준 요구, 기존 기반시설과 상호작용 등이다. 이 논문은 이와 관련한 정책적 함의도 제시하고자 한다.
The concept of ‘regional development inducing knowledge-based services’ defined as ‘knowledge-based services that enable sustained creation of value addition and improvement in quality of life in a certain region’ is explored in this paper. Characteristics of the term are presented. They are as follows: sustainable, being related to public sector, requiring openness, creation of high value-addition, interacting with existing physical infrastructure. Policy implications are also presented.
