동남아시아 대륙부의 메콩강은 대표적인 국제하천으로 강을 개발하기 위해서는 여섯 개 유역 국가들 간의 긴밀한 협력이 전제되어야 한다. 1990년대 중반 역내 사회주의 국가들이 시장경제 체제로 전환한 이후 메콩 지역에서는 본격적인 개발사업이 추진되었다. 변화의 밑그림은 아시아개발은행의 ‘대메콩지역’ 프로그램으로 제시되었고, 이를 통해 중국 서남부에서 인도차이나 반도를 포괄하는 단일한 ‘자연-경제 공동체’라는 지역이 구성되었다. 이 과정에서 메콩강은 냉전 시대 갈등의 상징이었던 전선에서 공동의 번영을 위한 통합의 기표로 전환되었다. 하지만 개발이 진행됨에 따라 메콩 지역에서는 다양한 갈등이 부상 중이며, 특히 메콩 지역 전역에서 벌어지는 수력개발은 가장 논쟁이 심한 주제 가운데 하나이다. 본 연구는 현재 메콩 지역의 수력개발 경로의 기원과 변화 과정에 주목함으로써 기존의 제도주의적 한계에 갇혀 있던 국내 메콩연구를 역사적·지리적으로 확대하려는 시도이다. 구체적으로 본 연구는 메콩 유역에서 지역차원의 수력개발의 기원과 국가 및 지역적 전개과정을 살펴봄으로써, 대륙부 동남아를 단일 지역으로 상상했던 출발점이 수력개발 중심의 ‘대문자 에너지 경관’의 구성이었음을 밝힌다. 이를 통해 메콩 지역에서 지역통합의 이름으로 수력개발의 경로에서 발생하는 모순적 상호작용들을 확인했다. 본 연구는 메콩 수자원의 이용과 관리를 둘러싼 현재의 갈등에 대한 깊이 있는 이해를 제공할 것이다.

Mekong River in mainland Southeast Asia is one of the great international rivers and for basin development should be based on close cooperation among six basincountries. In the Mekong region, regional development has been pursued in earnest after economic transition of previous socialist countries in mid-1990. The principal scheme for change was presented as the Greater Mekong Sub-region(GMS) program initiated by ADB and the program has been aiming to produce “an imagined single natural-economic community” covering whole Indochina Peninsula and southwestern parts of China. In this process, The Mekong River has been transformed into the signifier of integration for mutual prosperity from the frontline of the Cold War conflict. However, various social conflicts has emerged as development projects proceeds and, especially, hydropower development in the Mekong mainstream and its tributaries is one of the most controversial topics. By focusing on the origin and trajectories of hydro-developmental path, this study aims to expand the horizons Mekong research in Korea historically and geographically. Specifically, this study examines national and regional hydropower development plans, unplaned implementations, and those outcomes and effects in the Mekong River Region. Then, I reveal that a starting point for regional integration in mainland Southeast Asia as a single distinctive unit is the constructing Mekong Energyscape based on intensive hydropower developments in a basin-wide scale. This study will provide an in-depth understanding on the current conflict over the use and management of the Mekong River by identifying contradictory interactions on the hydropower development path in the Mekong region.
