본 연구는 왜 한국의 국회가 국가정보기관들을 효과적으로 감시하지 못하고 있는가에 대한 답을 구하기 위한 것이다. 이를 위해 본 연구는 의회의 효과적인 국가정보기관감시를 방해하는 잠재적 요인 7가지를 도출하고, 이를 한국 국회의 감시사례에 적용하여 적실성을 평가하고자 하였다. 본 연구는 비밀자료 접근권한의 제약, 전문성 부족, 이념적 차이, 복잡한 예산 관할권, 선거 비연계성, 당파성, 그리고 정치적 복종의 한국 현실 적용 가능성을 검토한 뒤, 감시위원회의 당파적 운영과 행정부에 대한 정치적 복종이 한국 국회의 국가정보기관 감시 실패를 설명하는 주요 요인임을 밝히고 있다.

This study aims to answer why Korean National Assembly has failed in oversight effectively intelligence agencies. It identifies 7 potential factors that may hamper effective congressional oversight of intelligence agencies and examines whether they can explain Korean National Assembly’s failure in oversight of intelligence agencies. This study argues that the Korean National Assembly’s failure in oversight can be mostly explained by partisanship and political deference.
