본 연구의 목적은 "구제역 사건"과 "천안함 폭침사건"을 사례로 정부가 위기상황에서 어떤 커뮤니케이션 전략을 사용하였고, 국민의 인식에는 어떤 영향을 미쳤는지 살펴봄으로써 효과적인 위기대응을 위한 위기 커뮤니케이션 전략을 제시하는 것이다. 정부의 이미지 회복 전략을 비교 분석한 결과, ``구제역 사건``에서 정부는 방어적인 전략과 수용적인 전략을 동시에 사용하여 조직 피해를 최소한으로 줄이고자 하였음에 비해 ``천안함 폭침사건``에서 국방부는 방어적인 전략 위주로 위기유형과 책임수준에 따른위기 커뮤니케이션 전략을 상황에 맞게 사용할 필요가 있었다. 언론에 반영된 정부의 전략은 높은 책임성과 초기대응 실패로 인해 위기단계별로 전개 및 절정단계에 다수 반영되었으며, 언론사별로 정부가 의도한 것과는 다른 프레임의 관점을 알 수 있었다. 전체적으로 정부의 이미지 회복 전략의 특징은 초기 대응의 부실로 책임성과 위기상황에 적합하며 체계적인 위기커뮤니케이션 전략을 사용하지 못한 것으로 이해할 수 있다. 또한, 이러한 정부의 이미지 회복 전략은 언론 보도와 여론 변화를 고려할 때, 수용자인 국민의 위기 인식과 정부신뢰에도 영향을 주었음을 확인할 수 있었다.

This brief proposes new communication strategies for handling crisis events effectively. When investigating current communication strategies used in government organization`` crisis situations, we must examine the effects on people``s awareness and trust in the government. For the purpose of this study, our focus is centered on foot-and-mouth disease and ROKN frigate Cheonan sinking incident. We analyzed the crisis communication strategies the government employed and their image restoration strategy through the information reflected in the media. As a result of confirming how the government``s image restoration strategy was reflected due to the organization``s high responsibility by national crisis and the failure of the initial response. the government``s image restoration strategy in each step was concentrically used in the development and climax steps. Therefore, the initial response also appeared to require a continuous image restoration strategy in each crisis step. The flow of the main image restoration strategy by crisis step is slightly different from the government and each newspaper. In summary, the government``s image restoration strategy appeared prominently in the two cases was not to use the organization``s accountability and the crisis communication strategy suitable for a crisis condition. Therefore, it was considered the government didn``t use systematic image restoration strategy due to the lack of the initial response. In addition, it was confirmed this government``s image restoration strategy affected the crisis awareness of the people who were affected and their trust in the government.
