본 글은 약소국이 대강대국을 상대로 어떻게 생존전략을 구사하고 있는가를 외교정책 이론과 실제를 통해서 살펴보았다. 주지하는 바와 같이 약소국으로 평가되는 북한이 최강 미국을 상대로 펼치고 있는 외교정책은 약소국이 강대국을 어떻게 상대하여 생존을 도모하고 있는지를 보여주는 대표적인 경우라고 할 수 있다. 북한과 미국간 관계는 약소국의 대강대국 외교정책의 사례로써 외교정책 이론과 실제를 비교 고찰할 수 있는 좋은 모델이다. 약소국이 강대국과의 외교에서 생존할 수 있는 방법은 국제정치 환경을 이용하거나 이에 적응하는 것이 희생을 최소화 할 수 있는 방법 가운데 하나이다. 특히 강대국보다 유리한 입장에 서기 위해서는 약소국 자신의 대외환경을 적절히 활용할 수 있어야 한다. 이는 경험적으로 입증되고 있다. 냉전기 비동맹국가들의 주요 생존전략은 이같은 외적 환경을 활용한 비동맹외교였다. 약소국은 외교에 있어서 강대국에 비해 국제환경 변화에 민감하고 취약하다. 따라서 약소국의 생존전략은 국제정치 환경변화에 편승하는 그런 전략이 필요하다. 약소국의 내부정치의 안정 또는 불안정성은 약소국의 대외정책 수준을 결정하는 주요 요인이 된다. 북한이 미국 주도의 6자회담에 참여하는 이유도 이러한 차원에서 해석될 수 있다. 약소국외교정책은 비이념적일 수록 좋은 것으로 분석된다. 특정의 정치이념에 치우치게 되면 자연히 정책에 대한 포용성과 타협성을 상실하게 되기 때문이다. 약소국의 강대국들에 대한 외교정책은 가급적이면 적대정책보다는 우호적인 정책을 전개해야 한다. 약소국의 강대국에 대한 적대정책은 강대국이 자극을 받아 약소국의 국내문제에 개입하게 되는 경우가 많기 때문이다.

The present study investigates the survival strategies of small nations against big powers by their foreign policies in theory and practice. North Korea``s foreign policies toward America are representative of such strategies. The DPRK.US relations are a case of a small nation``s foreign policies toward a big power and a good model to look into the foreign policies in theory and practice. Small nations can survive with minimum sacrifice in the relations with big powers by using or adapting to the environment of international politics. They can properly use their external environment to negotiate with big powers from a position of strength. This is proved by experience. During the cold war era, nonaligned nations employed nonalignment diplomacy using external environment as their main survival strategy. Small nations are sensitive and vulnerable to changes in international environment, unlike big powers. Therefore, it is necessary for small nations to use environmental changes in international politics. The stability or instability of internal politics is a main factor for determining a small nation``s foreign policies. This is why North Korea participates in the six.party talks led by America. The more non.ideological it is, the better a small nation``s foreign policy is considered. Inclined to a specific political ideology, the policy loses acceptability and compromisability. Small nations should use every possible friendly foreign policy toward big powers. Any hostile foreign policy causes big powers to intervene in the domestic problems of small nations.
