본 연구는 지방정부 공공서비스 공급의 중추적 역할을 담당하고 있는 지방공기업 부채규모의 영향요인을 실증분석하는 것을 목적으로 한다. 지방공기업의 경영성과와 관련해 연구가 확대되는 추세임에도, 지방공기업경영합리화의 핵심 쟁점중 하나인 부채에 대한 실증연구는 이론적·경험적 측면에서 제한적으로 진행되어 왔다. 이에 본 연구는 내부 효율성 요인, 공공서비스 수요 요인, 정치적 요인, 확산적 요인을 이론적으로 제시하고 지방공기업의 부채규모에 대한 포괄적인 분석을 시도했다. 2010년~2013년 간 371개 지방공기업을 대상 으로 실증 분석한 결과는 다음과 같다. 첫째, 업무 추진비와 1인당 영업이익으로 측정된 내부 효율성 요인은 통계적으로 유의미하지 않았다. 둘째, 지역의 공공서비스 수요가 확대될수록 지방공기업의 부채는 증가한다. 셋째, 단체장의 정치적 기반이 취약하고 지자체의 재정압박이 심할수록 지방공기업이 정치적으로 활용되면서 부채가 증가한다. 끝으로, 동일사업을 수행하는 역할등위(role equivalent)의 타 지방공기업 부채규모가 증가할수록 해당 지방공기업의 부채가 증가한다. 이는 공공서비스 수요 및 지자체와의 관계, 타 지방공기업의 행태라는 외부적 요인이 복합적으로 작용하여 지방공기업 부채규모가 결정됨을 시사한다. 따라서 지방공기업 부채를 효과적으로 관리하기 위해 지방공기업 의사결정의 합리성과 정치적 독립성을 강화하기 위한 제도적 장치가 필요하다고 판단된다.

While little empirical evidence is available on the overall performance of public enterprises, even less is known about what determines the size of debts, one of the fundamental issues in managing public enterprises. We attempt to shed more light on th important but little-known topic by empirically identifying the factors that contribute to the size of debts of local public enterprises in Korea. Using data 371 local public enterprises from 2010 to 2013, this paper expands the focus of the analyses to evaluate the impacts of several aspects including efficiency, local demand, local politics, and isomorphic tendency. Findings show the debts of local public enterprises increase: 1) as local demand expand, 2) when a leader has a weak base of political support or faces heavy financial distress, 3) as other public enterprises in functionally or role-equivalent positions increase their debts. Internal efficiency, measured by operating expense and profits per capita, has no significant effect. Contrary to conventional views stressing internal efficiency and functional necessity, these results suggest that external factors such as the characteristics of local environment and equivalent are crucial in determining the size of debts. These findings contribute to our understanding of local public enterprises, and call for further attention on this topic by both academics and practitioners.
