본 논문은 역사문제를 다루는 일본의 보수의원연맹을 분석대상으로 삼아 일본의 파워엘리트 일단을 살펴보는 것을 목적으로 하고 있다. 구체적으로는 일본 의 정책 결정 과정 가운데 의원연맹에 초점을 맞추고, 일본의 정책 결정 과정에서 오랜 질문 가운데 하나인 ``누가`` 결정하는가에 대한 논의에 따라 ``정치인``을 주목, 역사문제와 관련된 정책과제에서 ``정치인``들이 주도적인 역할을 하고 있음을 ``의원연맹``의 결성과 활동을 통해 주장하고자 한다. 이 같은 주장을 뒷받침하기 위해 본 논문은 1990년대 이후 일본 국회의원들이 설립한 27개의 보수의원연맹 가운데 중심적인 의원연맹 ``역사검토위원회``와 ``일본의 앞날과 역사교육을 생각하는 젊은 의원 모임`` 등의 설립배경과 조직, 그리고 공부회 내용 등을 1·2차 자료를 통해 검토한다. 역사문제에 관심이 있는 의원들은 관심주제를 중심으로 의원연맹을 결성, 관련 전문가들을 초청해 세미나를 개최, 그 안에서 서로의 의견을 교환하거나 공유한다. 그리고 그 안에서 일정한 의견의 수렴이 이루어졌을 때 행동을 취하는데, ``역사검토위원회``의 ``1995년 국회 부전결의안 반대``와 ``젊은 의원 모임``의 ``고노담화 수정 요구``가 대표적이라 할 수 있다. 이러한 분석을 통해 본 논문은 1) 한일관계에 영향을 미치는 역사문제에 대해 일본의 보수적 파워엘리트들의 네트워크 형성과 의견 교환·공유가 일본의 국회 저변에서 어떻게 이루어지고 있는지, 또한 2) 일본의 정책 결정 과정에서 임의단체 성격을 갖고 있는 ``의원연맹``이 어떠한 위치와 역할을 갖고 있는지에 대한 논의에 기여하고자 한다.
This paper aims to analyze conservative Diet Members`` Groups(DMGs) in Japan, which deal with history issues in particular. Specifically, with a focus on the DMGs in policy-making process, this paper pays its attention to the role of politicians based on the contention of an age-old question "who governs?" in Japanese politics and argues that Japanese politicians take the initiative in history-related policy issues through the foundation and activities of DMGs. In order to support this argument, this paper explores major DMGs, "History Review Committee," "Young Diet Members Group for Japan``s Future and Historical Education," etc. among 27 conservative DMGs founded after 1990 by utilizing primary and secondary materials. Japanese Diet members who are interested in history issues launch their own parliamentary groups to share ideas and build networks by holding regular meetings. When views are shared and opinions collected, they take action; exemplified by the move to deter the Diet Resolution on Renunciation of War driven by History Review Committee and a call for the revision of Kono Speech by Young DMG for Japan``s Future and Historical Education. Taken altogether, this paper expects to contribute 1) the discourse of how Japanese conservative politicians are connected and share their ideas on history issues, which in turn have an influence on Japan-Korea relations and 2) the academic discourse of how DMGs, characterized as informal and non-institutional associations, are formed and position themselves in Japanese policy-making process.
