이 연구는 지역주민을 가장 가까운 곳에서 접촉하는 지역경찰관서의 인력을 어떻게 합리적으로 배분할 것인가라는 질문을 중심으로, 지역경찰 인력의 합리적 배분을 위한 모형개발 및 실천적 대안을 제시하고자 한다. Ladd와 Yinger에 의해 개발된 지출수요이론(Expenditure Needs Theory)을 이론적 근거로 적용하면서, 치안수요와 치안비용 이라는 개념을 바탕으로 지역경찰관서의 인적자원 배분의 합리적 모형을 제시하였다. 치안수요를 측정하기 위해 112신고건수, 교통사고 발생건수, 인구규모를 활용하였고, 치안비용을 측정하기 위해 지역경찰관내에 거주하는 외국인의 수, 금융기관의 수, 학교의 수, 지하철역의 수, 공원의 수 등을 활용하였다. 이를 바탕으로 지역경찰간 합리적인 경찰인력 배분 모형을 마련하였으며, 회귀분석 방법을 활용하여 전국 1,090개 지역경찰관서에 적용하였다. 그 결과는 현 정원의 배분 형태에 비해 우월한 것으로 평가할 수 있다. 개발된 모형은 경찰인력을 배분함에 있어서 보다 과학적이고 객관적인 접근을 촉구할 것으로 기대된다.

The study explores how to rationally allocate patrol police officers throughout nationwide police boxes, developing a personnel allocation model for equity to promote police performance, and presenting practical allocation plans from simulation results. Based on expenditure needs theory, the authors develop the concepts of safety needs and safety costs, and present a rational allocation model of patrol police officers. To measure the concept of safety needs, the numbers of emergency calls, traffic incidents, and population are used. To measure the concept of safety costs, the numbers of foreigners, banks, schools, subway stations, and parks are used. For statistical analysis, regression analyses and factor analyses were used at the level of 1,090 nationwide police boxes. The results are expected to stimulate the use of a scientific approach to police personnel allocation.
