정부는 노후 산업단지 환경개선을 위하며 QWL 펀드를 조성하였으나, 민간투자의 촉진은 미흡한 측면이 있었다. 이에 QWL 펀드의 실태 및 문제점을 분석하고, 이를 토대로 새로운 산업단지 혁신펀드의 조성 및 운용방안을 제시하였다. 또한 향후 산업단지 혁신펀드에 대한 정부 재정 출자 및 정책펀드에 대한 효과적인 조성 o 운영에 대한 가이드라인을 수립하여 효율적인 정책 및 재정 집행에 대한 대안을 제시하고자 하였다. 산업단지 혁신펀드는 조합형 · 재간접펀드의 형태로 조성하여 구조고도화사업을 목적으로 하는 사업시행 또는 대행을 위한 펀드에 투자한다. 이를 통하여 혁신펀드는 마중물의 역할을 하고, 프로젝트 펀드에 민간 자본 참여를 유도하는 역할을 하게 된다. 다만, 기본적으로 구조고도화사업이 수익성 사업이 아니기 때문에 공공자금을 투입한다고 하더라도 민간 참여가 저조할 가능성이 있다. 이에 수익성의 정도를 평가 분류하여 수익성이 높은 사업에 민간 자본 참여를 활성화하고, 이로 인한 수익을 공공성이 높은 사업에 재투자 할 수 있는 방안을 제시하였다. 따라서 향후 산업단지 혁신펀드가 시장에 안착하기 위해서는 구조고도화사업에 대한 정밀한 사업성 · 위험성에 대한 평가가 선행되어야 하고, 객관적이고 투명한 사업관리가 이루어져야 한다. 아울러 원활한 민간 자본의 참여를 위해서는 민관협의체의 운용을 통한 투명한 투자사업 선정도 중요한 역할을 할 것이다. 이러한 장기적 자금순환 노력을 통해 노후화된 산업단지를 지속적으로 개량하고 관리할 수 있는 체계가 마련될 수 있을 것이다.
The Korean government`s effort in QWL fund raising for improving conditions of the old industrial complex was not fully announced to the private investors. This study analyzed the status and problem of QWL fund and suggested a new innovation fund and its strategy. For the future improvement of the industrial complex, this study set the guidelines to establish and operate efficiently regarding the governmental finance investment and the policy fund. The guideline will be used to operate the policy and finance efficiently. The Innovation Fund of the industrial complex includes a combination fund and the funds of funds. The funds will be invested to implement or execute various businesses for the Restructuring Industrial Complex. In this process, the Innovation Fund will announce the private capital to the project fund. However, restructuring the Industrial Complex has low profitability. So the private investment will possibly be low. This study assessed and categorized the profitabilities of various projects. On the basis of the categorization, the private capital can be invested to the highly profitable projects and, with the profit, re-invest in the highly public projects. For safe arrival of the industrial innovation fund in the market, the potentiality and risk of the market of the Restructuring Industrial Complex should be preceded. The objective and transparent management of the business should also be required. For the effective participation of the private capital, the transparent selection of the investment project by the Public-Private Investment Council is important. With this long term flow of funds, the effective management and improved system for the old industrial complex could be settled.
