우리나라는 최근의 글로벌 금융위기를 조기에 극복한 것으로 평가되고 있다. 대부분의 거시경기 지표들이 글로벌 금융위기 이후에 빠른 회복세를 보였다- 그러나 주택과 건설 경기는 여전히 회복의 기미를 보이지 않 고 있는 상황이다. 건설경기는 거시경기와 괴리되면서 독자적인 움직임을 보이고 있다. 따라서 주택 및 건설 경기의 회복과 이를 통한 거시경기 진작을 위해서는 건설경기를 정확히 진단할 수 있는 지표를 개발하고 이 를 근거로 건설경기를 진단할 필요가 있다. 이 연구에서는 건설경기를 대표하는 동행지표와 선행지표의 움직임을 살펴봄으로써 최근의 건설경기 움직 임을 점검하였다. 그러나 동일한 건설경기 동행 지표 그룹에 속하는 건설투자와 건설기성이 2012년 상반된 방향으로 움직이는 등 지표간에 일치된 움직임을 찾는데 한계가 있음을 확인하였다. 건설경기 지표들이 갖는 한계를 극복하고자 건설경기 종합지수를 개발하였다. 통계적 방법과 단순종합 방 식 중에서 통계정에서 사용하고 있는 단순종합 방식을 이용하여 건설경기 종합지수를 개발하였다. 건설경기 동행지수는 건설기성, 건축착공면적, 건설용 중간재 출하지수, 그리고 건설업 취업자로 구성된다 그리고 건 설경기 선행지수는 건설수주, 건축허가면적, 토지거래랑, 건설업 주가지수로 구성된다. 개발 결과 건설경기 종합지수는 건설경기를 대표하는 지표인 건설투자의 움직임을 잘 설명할 뿐만 아니라 선행지수와 동행지수 간의 선후행 구조가 안정적으로 나타님을 확인할 수 있었다. 이렇게 도출된 건설경기 종합지수를 이용하여 건설경기 국면을 진단하였다2007년 이후 두 번의 정점이 있었으며 2012년 2월 근방에서 또한 번의 정점을 형성할 가능성이 높은 것으로 보인다. 최근 건설경기의 특 징은 둔화/하강 국면이 긴 반면 회복/상승 국면은 매우 짧은 특성을 보이고 있다.

Korean economy successfully overcame the Global Financial Crisis. But Construction sector and housing industry still stay on the long and deep recession phase. Construction indicators shows inconsistent signal about the construction business cycle. Government want to know the construction business cycle for appropriate response. Composite index for construction can be the useful tool to diagnose the construction business cycle. This study develop the construction composite indices(CCI); coincidence index and leading index. We constructed a leading index of construction business cycle by compositing land transaction, KOSPI of construction industry, construction permits, and contracts. And we made a coincident index of construction business cycle by compositing payment for construction, starts of construction, shipment of mid-material for construction, and employment of construction industry. Construction composite indices well describe the construction investment cycle, and shows stationary lead-lag structure between coincidence index and leading index. So CCI can be used to diagnose the construction business cycle. Construction business cycle has long recession phase and short boom phase.
