지구온난화 등 기후변화의 심화로 이상기후의 문제가 더욱 악화됨에 따라 기상예측은 이제 생존과 직결되는 문제가 되었고 경제, 사회 전반에 걸쳐 기상예보의 중요성은 날로 증대되고 있다. 이러한 배경 하에서 본 연구에서는 조건부 가치측정법을 이용하여 기상예보 서비스의 경제적 가치를 추정하고자 하였다. 1.5 경계모형과 스파이크모형을 결합한 조건부 가치측정법을 이용하여 분석한 결과 기상예보 서비스를 위한 연간 가구당 평균 지불의사액이 20,421원으로 나타났다. 이를 전국적으로 환산한 기상예보 서비스의 경제적 가치는 연간 3,589억원에 이르는 것으로 나타났다. 이러한 기상예보 서비스의 경제적 가치 평가결과는 비사용 가치를 포함한 보다 엄밀한 경제성 분석에 중요한 기초자료로 활용될 수 있다.

As the abnormal climate became a severe problem due to the climate change and global warming, the weather forecasting is directly linked to human survival, thus it is considered more important across the economic and social community. Therefore, this paper estimated the economic value of the weather forecasting by using the contingent valuation method (CVM), combining one and one-half bounded model and spike model. People who are using the weather forecast service were willing to pay 20,421 KRW per household annually. The total economic value of weather forecast system was 358.9 billion KRW under the mean WTP estimation which can be applied in precise economic analysis.
