본 논문은 17~18세기 수군 방어체제 개편에 따른 군선 배치 변화를 살펴보기 위해 작성되었다. 지금까지 군선 관련 연구는 크게 군선의 원형 복원과 배치실태 등 두 방향에서 진행되고 있었다. 하지만 기존 연구는 군선 문제를 대외정세와 연결 지어 설명하지 못한다는 문제가 있었다. 이 점을 주목하여 본고는 17세기 수군 방어체제 개편 속에서 군선 배치문제를 설명해보고자 하였다. 17세기 조선은 일본과 청의 침입 위협 속에서 국가 간의 대규모 전면전을 상정하고 방어체제를 구축하였다. 이러한 전략을 잘 구현하기 위해 조선정부가 선택한 선박은 바로 전선이었다. 전선은 임진왜란 당시 대 일본군 전투에서 그 성능을 인정받고 있는 상태였다. 조선정부는 진보 별로 전선의 배치 기준을 마련하는 한편 많은 수의 전선을 건조하고자 하였다. 17세기 후반부터 청과 일본의 침입 가능성은 줄어든 반면 각종 해적들의 침입이 염려되고 있는 시점이었다. 이들은 기존 적들과 달리 소규모로 불시에 침입한다는 특성이 있었다. 조선정부는 서해안 지역에서 황당선 방어에 문제점이 있는 전선 대신에 방패선 배치하여 이 문제를 해결하고자 하였다. 방패선은 규모가 작아 상대적으로 적은 인원을 가지고 운행이 가능하였으며, 조수의 영향에서도 비교적 자유로웠다. 이러한 상황은 경상도를 중심으로 한 대일본 방어체제에도 영향을 주어 전선이 일부 귀선으로 교체되는 모습을 보여주었다. 귀선은 전선보다 속력이 빠르고 역풍에도 출동이 가능하다는 장점이 고려되었다. 이와 더불어 전선의 기동성을 확보하기 위한 다양한 노력이 이루어졌다. 선창을 굴포하여 배를 물에 띄어 놓는 시간을 늘려 출동 시간을 줄이거나 전선의 선체를 개량하고자 하는 시도가 있었다. 규모가 작은 병선을 활용하자는 의견도 계진되었다. 아울러 전선을 대체할 목적으로 輪船 飛船 등 새로운 선박도 논의되었다. 이러한 논의 선상에서 해골선이 개발되어 실제로 배치 되었다. 이러한 군선 배치 형태의 변화는 당시 방어체제를 효율적으로 운영하려는 조선정부의 노력의 소산이었다.

This study discusses the changes in the arrangement of naval vessels following the reorganization of the naval defense system in the 17th and 18th centuries. Most studies of naval vessels have largely focused on two areas: restoring the original forms of vessels and arrangements of vessels. However, these studies failed to relate the issues of naval vessels to the external political circumstances of the times. Therefore, the present study attempts to explain the arrangement of naval vessels with regard to the reorganization of the naval defense system in the 17th century. In the 17th century, the Joseon introduced confrontational battles and established a defense system accordingly due to threats of invaders from Japan and the Qing. The vessels the government of Joseon chose for this strategy were battleships. The possibility of invasions by the Qing and Japan was reduced in the late 17th Century, but many were concerned about invasions of various pirates. The government arranged shield ships instead of the battleships along the west coast of the country to resolve issues pertaining to defense from foreign vessels. Various other efforts were also made to ensure the mobility of battleships.
