본 연구는 미국의 아시아 재균형 전략을 분석하기 위한 대안적 분석틀을 모색하고, 이를 통해제2기 오바마 행정부의 출범 이후 추진된 현황을 살펴보고 향후 전망을 제시한다. 제2기 오바마 행정부가 추진하는 국방영역의 재균형은 군사력 우위를 지속하면서, 포괄적인 군사교류 확대와 동맹국 군사 네트워크를 강화한다. 외교 영역에서 재균형 전략은 아시아 지역의 아키텍처 구축을 목표로 다자제도의 관여를 추진하는 것이다. 경제 영역에서 재균형 전략은 경제력 회복과전략적 의도를 내포한 Trans-Pacific Partnership 확대를 추진하고 있다. 대안적 분석틀에 따르면 제2기 오바마 행정부의 재균형 전략은 아시아 지역의 중요성에 대한 정책결정자들의 인식과 국내자원동원 능력이라는 두 가지 변수에 지속적으로 영향을 받을 것이다.우선 제2기 오바마 행정부는 남은 임기 동안 아시아 지역의 중요성에 대한 인식에 큰 변화를 초래하지 않을 것이다. 국내자원 동원능력을 고려할 때 미국의 재정적자를 둘러싼 국내정치 구도는 크게 달라지지 않을 것이다. 그러나 장기적으로는 국내자원동원 능력이 향상되고 국방예산 삭감의 압력이 완화될 것이다. 그 결과 재균형 전략은 위험보다는 기회를 추구하면서 소극적 역외리더십 전략에서 적극적 역외리더십 전략으로 변화될 가능성이 있다. 적극적 역외리더십 전략은 미국이 관여해온 지역 아키텍처 속에서 동맹국·우방국과의 관계를 통해 영향력을 유지하고 중국 등 강대국과 교류확대를 통해 직접적인 이해관계를 협의하는 방식을 의미한다.

This study analyzed how does the Asia-Pacific rebalancing strategy develop and what will be the prospect of rebalancing strategy in the 2nd Obaman administration? The present state as follows, a defense domain of the Obama administration``s rebalancing strategy maintains the US military priority, strengthens comprehensive military exchanges and military networks among alliances. A foreign domain of rebalaning strategy pursue the engagement of multilateral institution for the regional architecture in Asia-Pacific. A economic domain of rebalancing strategy enlarges the Trans-Pacific Partnership which is intended strategic goals and a economic return. From now on, the 2nd Obama administration``s rebalancing strategy will be affected the decision makers`` perception about the Asia-Pacific region and the capability of domestic resources mobilization. At first, the Obama administration``s perception will not be changed during the reminder of terms. Based on the capability of domestic resources mobilization, US domestic dynamics regarding financial problems will not be changed too. However, this study prospects a little different view in the long terms. The capability of domestic resources mobilization will be recovered and the pressure of defense budget cut will be alleviated. Following the result of this prospect, the rebalancing strategy will be changed from passive offshore leadership to positive offshore leadrship if they would pursue a chance rather than a risk avoidance. The positive offshore leadership means that US maintain their influence in the regional architecture through the relationship with alliances and US consult with major powers such as China about direct interests between two nations.
