Creative thinking, understanding and communication skills with others are thought to be the conditions for being a cultivated person to modern people experiencing various cultures these days. The government has started teaching arts at school as the most important policy to develop culturally rich people and realize cultural welfare since 2005. Teaching artists in school program began as one of the art training programs at school and are being operated in 8 areas (Korean traditional music, play, film, dance, cartoon animation, craft, design, and photography) for elementary, middle, high, special-purpose and alternative schools but there is imbalance in the distribution for each area. Photography occupies only 1% of the whole project although the effects of photography are most excellent for students and schools in terms of art training. Activating photography is essential for maximized effects of teaching artists in school program. Therefore, the purpose of this study is to suggest the ways to activate teaching artists in school program, especially photography. In this study, current status of teaching artists in school program and photography is analyzed and the problems in treatment for art instructors at school according to survey, school`s recognition of the project, Korea Art & Culture Education Service which manages the project and photography are drawn. Also, solutions for the problems are suggested as followed. Firstly, guaranteeing job security of art instructors. Secondly, joint training of school personnel. Thirdly, reasonable distribution of teaching hours. Fourthly, developing the capabilities of art instructors. It has been only 10 years since art training programs at school were initiated. It is natural that certain problems exist and bigger development will take place when these problems are solved.
