본 연구는 새로운 강대국의 등장이 동북아 국제질서(안보질서)에 미치는 영향을 살펴 보고자 한 것이다. 국제질서 변화를 설명함에 있어서 세력균형이론, 패권이론, 장주기 이론 및 세력전이 이론 등은 새로운 강대국의 등장을 통해 국제체제를 설명하고 있다. 이들은 국제체제는 힘을 가진 국가의 이익에 의해 지배된다고 보고 있으며, 새로운 강대국의 등장으로 패권국주도의 국제질서 변화를 가정하고 있다. 특히 세력전이 이론은 중국의 급부상에 따르는 현행 미국 주도의 동북아 안보질서를 살펴보는데 적절한 설명을 제공하고 있다. 이에 따르면 중국의 부상으로 인해 동북아 안보질서는 복잡 다기한 양상을 보일 것으로 분석된다. 즉 미국 주도의 현행 양자안보 질서가 유지되는 가운데 중국 중심의 다자안보협력 질서가 형성될 가능성이 있다는 것이다. 무엇보다도 중국이 주도하고 있는 sea 가 포괄적 안보협력 수준으로 진전될 가능성이 있기 때문이다. 한편, 중국의 경제력 및 대외 영향력증가는 중화경제권에 속한 주변 국가들을 sea 로 흡인하는 강력한 동인이 될 수 있으며. 이는 미국 주도의 현행 동북아 안보질서에 영향을 미칠 것이다.

This study is aimed to examine the influences the emergence of a new power has on the international order (security order)in Northeast Asia. In explaining the change of international order, the theories of balance of power, hegemony, long cycle, power transition, etc. explain international system through the appearance of a new power. They believe that international system is ruled by the interests of powerful countries, and hypothesize that the rise of a new power will lead to the change of international order led by a hegemonic power. In particular, the power transition theory provides an appropriate explanation of the change in the US-led Northeast Asian security order that will be caused by the sharp rise of China. According to the theory, the rise of China will result in a complicated change of the security order in Northeast Asia: It is likely that China will lead the multilateral security cooperation order. while the United States will maintain the current bilateral security order. This is, above all, because the SCO led by China may be elevated to the organ of a comprehensive security cooperation level. Especially, the increase in Chinese economic power and foreign influence may be a strong driving force to absorbe the neighboring countries that belong to the Chinese economic circle, which will effect the current Northeast Asian security order led by the United States.
