본 고는 정부 官僚病에 대한 정신적 측면의 스토리텔링 힐링 방안을 주로 유가적 관점에서 오리 이원익의 청렴사례를 중심으로 한 청렴체험프로그램 개발측면에 한정하여 제안하고자 한다. 왜냐하면 기존의 행정제도적 측면의 병리 예방, 방지 효과가 미미하거나 실효성을 거두지 못하였다는 판단 하에 행정인의 정신적 측면의 관료병 예방과 치유책 개발을 통한 치유효과를 거둘 필요성이 높아졌기 때문이다. 저간의 제도적 개선에도 불구하고 부패지수는 더 나빠지고 있다. 우리나라는 2013년 OECD 국가부패인식지수(CPI) 기준 비교대상 국가들 중 부패정도가 상위로 부정부패 문화가 만연한 현상을 보여주고 있다. 본 고는 2014년 현재 정부신뢰를 추락시키고 있는 요인 중의 하나인 관료병의 역기능 진단과 치유방안을 조선중기 오리 이원익의 생애를 통한 오리청렴 힐링 체험 프로그램을 중심으로 제안한다. Caiden은 관료병이란 부도덕, 병폐, 질병 등으로 구성된다고 보았기 때문에 그런 병리의 개선과 예방, 치유를 위한 이론적 접근은 미러 뉴런(mirror neuron)과 공감(empathy)구조를 중심으로 오리의 삶에 베어 있었던 청렴관, 부동심 등을 체험할 수 있는 청렴체험과 힐링 프로그램을 4가지 측면에서 제안하였다.

The article is organized as follows.
