대통령선거 결선투표제 도입에 대한 논의가 확산되고 있다. 결선투표제는 1차 투표에서 과반의 당선자가 없을 경우 2차 투표를 실시하여 당선인을 결정하는 투표방식이다. 결선투표제는 당선인의 대표성을 높이기 위한 취지에서 그 도입이 논의되고 있지만, 유권자 선택의 적실성 문제, 동원투표의 가능성, 선호표출의 제한 등의 단점이 있으므로 제도적 개선안이 마련된 필요가 있다. 이 논문은 두 가지 개선안을 제안한다. 결선투표제 도입시 1차 투표에서 과반득표자가 없을 경우 2위와 3위 후보자간 득표차가 일정 비율 이상일 때에만 결선 진출을 허용하는 방안이다. 또 다른 방안으로는 선호투표제와 보충투표제를 접목한 ‘변형된 선호투표제(modified AV)’를 제안한다. 변형된 선호투표제는 유권자의 선호표기를 3선호까지 허용하고 모든 선호를 당선인 결정에 반영하여 상대다수제로 선출하는 방식이다.

The Two-Round System (TRS) is an electoral vote system in which two rounds of elections take place. If a candidate does not gain an absolute majority in the first round, the second round is contested between the two highest vote winners from the first round. The two-round system could increase democratic legitimacy and governability, but it faces two major problems: relevance of voters’ choice and mobilized voting. This paper suggests two improvements to this system. First, if we introduce the TRS system, it should be designed so that the candidate with the second highest number of votes, where there is a considerable difference between the number of votes gathered by the second and the third candidate, can move to the second round. Second, we suggest a “modified Alternative Vote (AV),” which combines the Instant Run-off Vote (IRV) and Supplementary Vote (SV). The modified AV allows up to the third preference of the voters, and all preference votes be calculated.
