이 글은 문화 정책으로서의 독서 정책이 어떠한 비전을 가지고 방향성을 만들어 나갈 수 있는지를 중심으로 논의하였다. 지식 기반 사회, 평생 학습사회, 문화 지향의 사회 등에서 독서는 국가 경쟁력은 물론이고 개인 삶의 질적 향상을 위해서도 그 중요성이 강조되는, 일종의 국가적 문제가 되었다. 그러나 그렇다고 해서, 정책이 문제 해결의 수단적 측면으로만 존립한다면 정작 정책의 주체가 되어야 할 국민은 대상화되고, 현실과 분리된 채 형식화 될 우려가 있다. 독서 정책이 내함하고 있는 가치 지향에 대한 전국민적 토론과 합의가 필요한 것은 이 때문이다. 문화 정책으로서의 독서 정책은 그 사회의 문화적 상황을 반영해야 하지만 동시에 독서를 통해 대안적 문화 비전을 형성하기도 한다. 이러한 논의를 위한 전제로 우선, 독서 현상이 일종의 사회 문화적 현상이자 실천으로, 책 읽기라는 고립된 행위가 아니라 인간 삶의 여러 맥락에 뿌리를 내리고 있음을 밝혔다. 이를 바탕으로, 현대의 지식 사회, 문화 융성의 사회에서는 ‘문화적 능력’이 중요한데, 독서 정책은 독서를 통하여 공동체 구성원이 접하고 있는 삶의 문화를 성찰, 비판, 참여, 창조할 수 있도록 해야 한다고 주장하였다. 그럼에도 그 동안의 독서 문화 정책은 국가에 의한 계몽적 교육성이 지나치게 강한 ‘교육 패러다임’ 속에 갇혀 있고, 이 때문에 일상적(생활 문화)가치와 독서의 가치를 분리시켜 오히려 독서 문화의 정착을 방해한 측면이 있다. 이 시대의 독서 문화는, 주체의 거듭나기를 통해 자발적인 변화를 추구할 수 있고, 균형 잡힌 삶을 살 수 있으며, 소통을 통해 사회적 유대를 경험하는 대안적 문화를 가능케 한다. 앞으로 추구할 독서 문화 정책의 방향은 일단, 독자의 자발적 독서를 위해 그들 삶의 현실적 맥락과 창의적으로 접목하여, 독자의 현실적 문제와 욕구와 독서를 결합시켜 한다. 곧, 독서 환경 지원이나 독서의 강제적 요청이 아니라, 독자들의 현실 삶의 맥락에서 독서 활동을 다양하게 창출해 내는 맥락 부여의 방식이 독서의 자발성을 키울 수 있다고 본 것이다. 이를 위해서는 소비 문화, 생활 세계 문화의 세부적 항목과 독서 프로그램을 창의적으로 연결시키는 노력이 필요하다. 또한, 정책 수립을 위한 기초 연구 중, 경험에 대한 질적 연구가 축적되어, 독서 현상과 행위자들의 의식과 가치에 대한 종합적이면서도 심층적인 이해가 있어야겠다. 아울러 독서 정책에서도 인프라를 육성, 지원하여 독서 환경에 능동적으로 행위할 수 있는 주체를 양성해야 한다. 그리고 디지털의 미디어 환경에서 매체간, 독자간, 장르간 소통을 통하여 문화를 창조하는 독서로 나아갈 필요가 있다.
This research investigates which vision reading policy as cultural policy can shape the direction with. Reading became a critical national issue for improving the quality of individual`s life as well as national competitiveness in an knowledge based, lifelong learning, and culture based society. Nevertheless, if policy exists only as means to solve the problem, it is feared that the people who have to be the agents of policy will be objectified and formalized while separated from reality. This is why the national discussion and agreement regarding value orientation reading policy includes is needed. Reading policy as cultural policy should reflect the cultural situation of the society, but sometimes shapes the alternative cultural vision through reading. Reading is a kind of social cultural phenomenon and practice, and not an isolated act, but stays rooted in various contexts of life. In a modern knowledge and culture based society, cultural ability is important. Reading policy should enable members of communities to reflect on, criticize, participate in, and create culture of life encountered. However, reading culture policy so far has been locked in the educational paradigm which has the state-run too much enlightening factors. This separated the everyday value from the reading value and disrupted the settlement of reading culture. In this era, reading culture can pursue the individual`s voluntary transformation and balanced life, and alterative culture where individuals can experience social connectedness through communication. The new direction of reading culture is to creatively combine reader`s real problems and desires with reading for reader`s voluntary reading. That is, voluntary reading results from not a reading environment support or compulsory reading request but a way to present contexts which create various reading activities from reader`s reality. For this, We need efforts to creatively relate details of consumption and everyday culture to reading program. In addition, we need to accumulate qualitative research results regarding experience during basic research for policy making, and comprehensively and thoroughly understand reading phenomenon and reader`s awareness and value. Also, we need to cultivate readers who can interact with reading environment by building and supporting the infrastructure for reading policy, and pursue reading which create culture through communication among media, readers, and genres in the digital media environment.
