본 연구는 민주주의의 탄생과 발전을 역사적으로 구성하는 가운데 그 과정이 정치사상사에 초래한 변화를 가늠하고 동시에 오늘날의 민주주의의 한계를 비판적으로 검토하기 위해 필요한 기반을 마련하려는 시도이다. 우리가 현대 민주주의의 위기를 정확하게 진단하고 전진을 위한 새로운 좌표를 설정하고자 한다면, 역사적으로 등장한 여러 민주주의에 대한 과장이나 이상화, 혹은 폄하를 벗어나 그들이 그러한 체제를 발생시킨 상황과 조건, 그러한 체제들이 답해야 했던 문제들, 그리고 그러한 응답과정에서 드러난 성과와 한계에 대한 편견 없는 평가가 필요하다. 바로 이러한 문제의식에서, 본 연구는 헤로도토스(Herodotos)의 『역사(Histories Apodexis)』의 제3권에 나타나는 민주주의에 대한 옹호와 비판을 중심에 두고, 펠로폰네소스 전쟁 시기까지 민주정을 둘러싸고 진행된 민주정의 옹호자들과 비판자들간의 논쟁을 재구성한다. 이를 통해 본 연구는 민주정의 탄생이 헬라스 세계의 사상사에 제기한 문제가 무엇이었으며, 어떠한 영향을 끼쳤는가를 이해하려고 한다.

The main subject of this discussion is the conceptual war conducted by the supporters and the critics of democracy, a newly emerging form of government in the 5th century BC. I will analyze Herodotus’ account in the third book of his Histories of the discussion on future government, which allegedly took place among the Persian conspirators after the successful revolt against the despot Cambyses. I will highlight the different uses the participants make of the term ‘democracy(demokratia),’ and, on the basis of the clues gathered thus, endeavor to reconstruct contending ideas on democracy in Greece in the 5th century BC.
