이 연구에서는 경찰학에 대한 체계적인 접근을 하기 위해 두 가지 쟁점(경찰학의 정체성, 학문분류체계)을 가지고 논의하였다. 학문의 정체성이라는 것은 다소 추상성과 역사성을 가지고 있다면, 학문분류체계라는 것은 구체성과 현실성을 갖는 것이라 할 수 있다. 경찰학의 정체성을 살펴보기 위해서 먼저, 근대경찰의 관념을 논의 하였다. 이러한 관념은 이념적으로 개인의 자유와 권리보호에 기초를 둔 것이다. 그리고 제도적으로는 경찰의 독립화·전문화를 의미하는 것이다. 둘째, 경찰개념의 정립 문제를 살펴보고자 하였다. 이와 관련하여 실질적 의미의 경찰과 형식적 의미의 경찰개념은 경찰의 학문적 영역 즉, 정체성을 논의하는데 매우 중요한 의미를 갖는다. 셋째, 경찰학의 패러다임이 하나의 정상학문으로서 확립되어 있는지를 살펴보고자 하였다. 그리고 이의 판단기준으로서 경찰학관련 학문공동체의 현황과 학문체계를 살펴보았다. 이상과 같은 점을 볼 때, 경찰학은 하나의 정상학문으로서 독자적인 학문적 정체성을 가지고 있다고 본다. 그러나 이러한 학문적 정체성에도 불구하고 제도적으로 경찰학은 전문적·독립적인 영역을 확보하지 못하고 있는 실정이다. 한국연구재단의 학문분류체계를 보면, 경찰학의 인접학문들(예컨대, 법학, 행정학, 사회학, 심리과학 등)은 체계적으로 분류되어 그 학문성을 인정받고 있다. 그러나 경찰학은 독립학문으로 인정되기보다는 위에서 언급한 학문분야의 하위 영역으로서 지극히 작은 일부분을 차지하고 있을 뿐이다. 따라서 경찰학관련 학자들은 이와 같이 경찰학의 제도적 위상문제를 심각하게 인식하고 이에 대한 대안을 강구할 필요가 있다. 이를 위해서는 경찰학관련 학자들의 의견을 모아 학문분류체계에 대한 재검토를 연구재단에 개진할 필요가 있다. 아울러 난립되어 있는 경찰학관련 학회의 통폐합 등을 통해 거대 학문공동체를 거듭나는 방안도 검토할 필요가 있다고 본다.
In this study, I discussed the police science with two issues(the identity of police science, and the system of learning classification) for the systematic approach. The identity of science have an abstractions and historical backgrounds, and the system of learning classification have a definitions and realities. Under these points, first, to seek the identity of police science, discussed the ideas of modern police. This ideas are ideologically based on the individual`s freedom and protection of it`s rights. And it means institutionally the independence and specialization. Second, discussed the problems of the establishment of police concepts. Related to this, the concepts of practical police and formal police are very important in discussion the scientific territories. Third, discussed that the paradigm of the police science are established as one of the normal science. And observe the present conditions of the scholarship communities related to police science and the learning systems of its as the standard of judgement When consider these facts, the police science have a independent scientific identity as a normal science. But despite the scientific identity, the police science are not acquire the professional and independent territories institutionally. Observing the system of learning classification of NRF(National Research Foundation of Korea), the adjacent other sciences(ie, law, public administration, sociology, psychology, etc.) are systematically classified and approved the identities by the authorities(NRF). But the police science just only stands very small portion as a sub territories referred above each sciences rather than approved independent science. Therefore, scholars who related the police science must recognize considerably the institutional status problems and try to find out the countermeasures. For this, the scholars must concentrate the consensus about the issues and raise the opinions of the re-examination of the system of learning classification to the NRF. In addition, we must need to consider the way that the associations of the related police science which scattered separately unify and establish each other as a mass scholarship community in the near future.
