본 논문은 김정일 생존 시 북한 권력엘리트 관리에서 보여준 리더십에 주목하면서 그 가 어떻게 그들을 통제·관리했는지를 리더십 이론 중 하나인 거래적 리더십 이론을 통해 분석하고자 한다. 현 시점에서 엘리트 관리에서 보여준 김정일 리더십 연구는 다음 두 가지 점에서 의의가 있다. 첫째, 김정일 엘리트 관리에 대한 분석은 어려운 사회경제적인 여건 속에서 그가 어떻게 권력엘리트들의 순응을 유도했는가에 대한 답을 제공해 준다. 둘째, 김정일의 엘리트 관리방식은 단기적으로는 새롭게 리더로 등극 한 김정은의 엘리트 관리방식을 이해하는데 도움을 줄 것으로 기대되고, 장기적으로 는 김정은의 엘리트 관리방식과 비교될 때 기준점으로도 이용될 수 있다. 본 논문은 i)김정일 리더십이 전반적으로 현상유지를 선호하는 강한 보수성을 띄었다는 점; ii)김정일이 권력엘리트 관리에서 보여준 당근과 채찍 방식은 거래적 리더십 이론이 발전시켜온 ``조건적 보상``과 ``예외에 의한 관리``를 통해 설명이 가능하다는 점; iii)김정일과 권력엘리트 사이에 이익의 교환이 존재했다는 점에서 거래적 리더십은 김정일 엘리트 관리를 설명하는데 유용한 분석틀이라고 주장한다.

Centering on how Kim Jong Il managed the North Korean power elite, this article characterizes his leadership style as transactional. This study reveals how he induced the power elite to obey him under North Korea`s very difficult economic conditions. The article maintains that the theory of transactional leadership is a useful tool in understanding Kim long II`s control over the elite for three reasons: i) his elite control management aimed at maintaining the status quo of North Korea; ii) his carrot and stick methods for elite control are similar to ``contingent reward`` and ``management by exception`` strategies that transactional leadership theorists have developed; and iii) there was interest exchange between Kim long II and the power elite as a form of transaction in their interactions.
