미국은 한국에 비해 지방자치의 전통이 오래되었을 뿐 아니라 연방제에 기초한 건국과정의 특수성으로 인해 풍부한 지방성지방성(locality)의 기초 위에 지방자치제도가 발전되어 왔다는 점에서 한국과는 많은 차이가 있다. 그럼에도 불구하고 미국 지방자치의 역사적 경험은 한국 지방자치의 제도화에 많은 교훈을 남기고 있다. 본 연구는 이와 같은 문제의식에 입각하여 발전되어 왔다는 점에서 공천제도에 대한 분석을 통해 한국 지방 왔다는 점에서 공천제도의 문제점을 파악하여 괜 개선방향을 제시하는데 연구의 목적을 두고 있다. 연구 결과, 미국 일부 주에서 시행되고 있는 예비선거(primary election) 형태의 다양한 개방적 후보공천제도의 장점을 살려 우리의 폐쇄적인 정당공천제도와 예비후보제의 문제점을 고쳐나갈 필요가 있는 것으로 밝혀졌다.

The United States has historically profound backgrounds for local self-governing since it has developed its own unique local self-governing system based upon its deep-rooted locality deriving from its historical and institutional experiences including the federal system. These unique characteristics of the U.S. local self-governing system contributed to making substantial differences from its Korean counterpart. Nevertheless the historical experience of the U.S. local self-governing system left us some valuable lessons for the institutionalization of the Korean local self-governing system. Thus, this paper, based upon such fundamental research questions apes to analyze the problems that the Korean local ased oral system copes with by digging out the nature and diversity of the candidate nomination system in the U.S. local elections and thus to offer relevant suggestions for the institutional reorganization of the current party-centered candidate nomination system in Korea. As a result, it is highly recommended that we need to change the closed nature of Korea`s party-centered candidate system by adopting some positive aspects of the open and diverse candidate nomination system based upon various forms of primary elections in several American states.
