The research conveyed in this paper aims to contribute indigenization of sub-topics and concepts of administrative ethics in the Korean academic field. Furthermore, it will point out that Western concepts of administrative ethics were brought in carelessly when rules and laws against unethical behaviors in the Korean administrative context are almost nonexistent. This brings out research conclusions that are unfit for the Korean context if we continue to rely on American cases of administrative ethics, just as the indigenization of Korean public administration failed to fully develop by relying only on western cases.
