Agricultural Business Diversification and Integration Policy in Japan

Japanese government has promoted the agricultural business diversification and integration policy (ABDIP) named ``the 6th industrialization policy`` since December 2013. This policy supports farmers to process and sell their agricultural products by themselves. They can sell agricultural products and home made food through farmer`s market located at rural area. ABDIP is expected to increase farm income by management innovation and to encourage revitalization of rural community. This policy is composed of two main parts such as certification and fund. Farmers should be certificated their business plan at the branch of government in the region. The ABDIP Fund Act supports farmers to use loan for their rural business directly or indirectly. There are various types in the rural business of ABDIP, for example vertical diversification type, horizontal collaboration type, business efficiency type, community business type, new marketing channel type, and tourist spot type, etc. Three points are very important to succeed the ABDIP such as farmers` motivation for rural business, efficient utilization of rural resources, and restoration of rural community function.
