This paper focused on providing a explanation of the progress on the establishment of the Seoul National University. Establishment of the Seoul National University was proposed by the Korean officer from the Bureau of Education for the purpose of financial efficience in the eduaction. The plan of establishment of the Seoul National University was substituted for the Great School plan and American University plan which was drawn by the an American officer working at the Bureau of Education under the United States Army Military Government in Korea(USAMGIK). While the great school plan insisted that the old Seoul University should be expanded to a university, the plan of establishment of Seoul National University suggested that the old Seoul University and other public special colleges around the Seoul area should be abolished and a new university consisting of diverse colleges should be newly founded. In addition, an operation based on a Board of Regents was proposed. The plan was marked by the will to overcome the old obsolete conventions of the Imperial University and to clear away the remaining vestiges of the Japanese Imperialism. But a Board of Regents and the appointment of Korean president was introduced against to the objection by the Korean educator and student.
