The purpose of this study is to develop a effect measurement scale of various national security education programs in military. To satisfy the purpose, first of all we understood the current situation of military education programs and researched the theoretical background about national security consciousness, development of effect measurement scales in advanced researches. And also we interviewed persons in charge of education operation and participants of education programs. On the basis of literature searches and content analysis of interviews, we developed the draft of education effect measurement tool. To verify the appropriateness and validity of this draft, we examined delphi survey targeting practicing professionals and presented analysis results. Finally we determined education effect measurement scales consisting of two parts: satisfaction and effectiveness part of education program. At the end we suggested the practical use method, real survey analysis results and implications of measurement tool development.
