This article examined the change of Japan Resources Diplomacy (JRD) in 1970-1990. The major era (-1960), Japan depended on an oil major and the United States especially. The OPEC era (1960-1980), Japan recognized that to acquire the energy resources was important. So that Japan has the hope to plan JRD. However, Japan hid the will and at the same time, JRD was planned go ahead and positively. The other side, the market era (1980-1990), Japan devoted itself to development of alternative energy. Japan performed domestic measures for this purpose closely. It was the storage, energy-saving, law maintenance and the development of the alternative energy. And, in the limit, JRD was bound up in the Middle Eastern order and OPEC countries` policy, the relations with US. It is the basic solution that Japan disperses the problem in oil import, to reduce a risk. However, the dispersion in itself of the import is the thing more than ranges of the JRD. Therefore it may be said that Japan put into the realism, E. H. Carr says. However, this realism is the Japanese self-portrait that Japan`s participation and engagement in Middle Eastern order was impossible.
