본 연구는 1997년과 2013년 사이의 서울 도심부의 기능체 분포 상황을 비교·분석하려는 것이다.1) 이를 위하여 1997년에 연구된 서울의 중심업무지구 경계 설정 및 그 내부 구조 연구와 동일한 방법을 사용하여 2013년의 서울 도심부에 대하여 조사하고 분석하였다. 서울은 전국 수준에서의 변화와 달리 지속적인 서비스산업화의 경향을 겪고 있고, 이는 서울 내부의 공간 구조 변화에 반영되었다. 이러한 서울 내부의 공간 구조 변화가 서울 중심업무지구(CBD)의 변화에 반영되어 그 기능 분포상의 변화로 나타났다. 서울 CBD의 경계는 크게 변화된 것이 없으나, 주요 간선도로, 특히 서쪽의 간선도로를 따라 확장되면서 동시에 일부 지역에서는 쇠퇴하였다. 서울의 사무실 특화지구 및 그 부분집합인 CBD 핵심부는 쇠퇴하였고, 대신 서비스 특화지구와 소매업 특화지구, 그리고 제조업 특화지구가 확장되었다. 이러한 서울 도심부의 기능 변화는 서울 전체에서 강력한 부도심인 강남 지구에 대한 도심부의 상대적 쇠퇴를 반영한다.

This study aims to compare the distribution of the functions at Seoul city centre between two years, 1997 and 2013. For this, I have examined and analysed the functions of Seoul city centre in 2013 with just the same method that the Seoul CBD study had been done in 1997. Seoul has been going through continuous tertiarization process contrary to the changes of the national level, and its trend have made some marks to the spatial structure of Seoul. The changes of the internal spatial structure of Seoul have brought about the change of Seoul CBD come into view by function distributions. The boundary of Seoul CBD has changed just a little, but has extended along westward principal roads and faded away in some areas. The Office Specialized District(SD) in the CBD and the CBD Core, the subset of the SD have decayed out in some old areas, while Service SD, Retail SD and Manufacturing SD have been enlarged in CBD. This functional changes of the CBD also reflect of the relative declining of the city centre to Gang-Nam district, the strong subcenter of Seoul.
