본 연구는 아동의 정신건강에 대한 전반적인 내용과 현재까지 실시되고 있는 학교중심사회복지 프로그램 사례를 중심으로 살펴보고, 아동의 정신건강을 증진시킬 수 있는 학교중심사회복지서비스의 활성화 방안에 대해 모색하는데 그 목적을 두고 있다. 이는 학령기 아동의 정신건강예방 및 조기발견, 증진을 위한 학교중심 사회복지서비스 프로그램을 개발하기 위한 기초 자료로 제공 될 것이다. 사례분석을 살펴본바, 교사와 학부모는 아동의 정신건강에 관한 인식이 부족하였고, 문제발생시 적절한 대응이 이루어지지 않았다는 시사점을 바탕으로, 학교와 가정 그리고 지역사회를 상호 연결된 학교정신보건사업 모델과 활성화 방안을 제시하였다. 학교중심의 정신건강 서비스의 활성화를 위해서는 가정-학교-지역사회와의 연계서비스 강화하고 체계적이고 종합적인 측면의 접근이 이루어져야 한다. 우선, 학교체계 내에서는 포괄적이고 체계적인 접근, 학교사회복지사의 역할 강화, 예방차원의 접근, 가족과의 긴밀한 연계, 포괄적이면서도 개별화된 서비스를 제공이 필요하고, 그리고 지역사회 및 정부체계 내에서는 전문가 양성을 위한 제반 여건 마련, 학교사회복지서비스 전문가를 위한 법적?제도적 장치 마련, 지역사회와의 연계 활성화, 지역별 특성화 프로그램 마련, 재정적 지원체계 마련이 필요하다.

In this paper, the general review for children`s mental health and the case study on school-based social welfare program are discussed. And the activation program to promote children`s mental health in school-based social welfare service is studied on the basis of the aforementioned work. These conducted studies can be presented as a basic material when the precaution and early detection of children`s mental health status are required, and the program development to improve children`s mental health is necessary in school-based social welfare service. From the case study, we find that the recognition of children`s mental health inthe teachers and the parents is seriously insufficient, the proper management for children`s mental health scarcelyis done at the real situation. These results show the clear implications: the model of school-based mental health service is obviously required to lead mutually close connection among the schools, homes and local communities. To activate the school based mental health service, the close connection service among the homes-schools-local communities should be enforced, and the symmetrical/synthetic approach is also required. Namely, the school-based mental health service to promote children`s mental health should be conducted as following rules: (1) symmetrical/synthetic approach, (2) enforcement of school welfare attendant`s role, (3) preliminary caution, (4) intimate relations among the families, (5) total and individual service present.
