본 연구는 아동학대의 효과적인 예방과 개입을 위한 방안으로 아동보호전문기관의 종사자들을 대상으로 실제 수행하고 있는 업무와 필요성을 인식하고 있는 업무를 분석함으로써 아동보호전문기관 종사자의 효율적인 업무수행 방향을 제시하고자 하는 목적으로 이루어졌다. 이를 위해 전국 39개 아동보호전문기관에 근무하는 상담원 190명을 대상으로 우편조사를 실시하여 회수된 설문지 121부를 분석에 활용하였다. 그 결과 상담원들은 아동학대예방사업과 사례관리서비스의 중요성을 인식하고 있으나 실제 수행하는 업무는 주로 신고접수와 전화상담에 치중하고 있었다. 또한 가족을 위한 서비스는 개별상담이 대부분을 차지하고 있으며, 가해자에 대한 서비스도 집단 상담이나 치료프로그램은 거의 이루어지지 못하고 상담위주의 개별서비스가 주를 이루고 있는 것으로 나타났다. 아동학대예방사업의 효율성 증대를 위해서는 아동보호전문기관 종사자들의 아동학대 사례에 대한 보다 전문적인 접근과 아동학대 고위험 가정을 대상으로 하는 아동학대예방사업이 활성화되어야 한다. 그러므로 아동보호전문기관 종사자들의 업무를 세분화시켜 전문적인 사례관리 서비스가 제공될 수 있어야 할 것이며, 가해자들을 대상으로 하는 집단 상담 프로그램과 치료프로그램을 적극 개발함과 동시에 이러한 프로그램을 실시할 기관들간의 연계를 확대시켜 나가야 할 것이다.

For preventing and intervening in child abuses, the present study analyzed services being carried out by workers at child protection institutions and services that they perceived necessary. Through this, we aimed to improve the efficiency of services executed by child protection institutions and to propose plans for effective prevention and intervention in child protection services and directions for child protection institution workers` work performance. For this study, we conducted a questionnaire survey of 190 counselors at 39 child protection institutions throughout the country by mail, and analyzed 121 recovered questionnaires. According to the results, the counselors recognized the importance of child abuse prevention programs and case management services, but their services were mainly focused on receiving reports and giving counsel by phone. In addition, services for families were mostly personal counseling, and there were few cases of group counseling and treatment programs for child abusers. Services provided by the counselors at child protection institutions were mostly personal counseling. Accordingly, it is necessary to activate child abuse prevention programs targeting families with high risk of child abuse and to provide specialized case management services through organizing case management teams. In addition, we need to develop group counseling programs and treatment programs for child abusers and strengthen cooperation among institutions that operate such programs.
