본 연구는 개정 영유아보육법이 보육의 전문성 실현과, 공공성을 확대하는데 얼마나 기여 할 수 있을지를 보육정책이 갖추어야 할 기본 이데올로기를 중심으로 분석하였다. 이를 위해 개정 영유아보육법과 정부가 공보육과 보육의 전문성 실현을 위해 내놓은 각종의 보육 정책들 및 이와 관련한 보고서들이 분석되었다. 연구의 분석결과 개정영유아보육법이 보편적 서비스로서의 보육을 강조하고 있고, 아동권리를 보호한다는 관점에서 보육을 접근하고 있고, 민간보육시설에 대한 지원규정을 명문화하는 등의 보육의 공공성 확대를 위한 정책보완이 이루어졌고, 그리고 보육교사에게 국가자격을 부여할 수 있는 규정을 명시함에 따라 교사전문성을 확보할 수 있는 조건을 마련하였음을 확인하였다. 그러나 본 연구는 개정 영유아보육정책이 여전히 시설운영 측면 보다 ‘아동중심’의 보육시설 운영에 대한 규정이 취약하고, 보육교사의 전문성을 충분히 강화하기 위해 정책이 추가로 보완되어야 할 필요가 있고, 보육 프로그램의 표준화를 위한 구체적인 실행방안이 개발되어야 할 필요가 있음을 지적하였다. 아울러 보육시설유형에 따른 정부의 재정지원 방식을 놓고 심각한 의견 차이를 노출하고 있는 현실적인 어려움을 극복하기 위해 보육시설에 대한 정부의 재정지원방식에 대한 심도있는 연구와 논의가 지속적으로 이루어져야 할 것 임을 제안하였다.

This study has been carried out to seek a way for expanding publicity and attainment of professional of child care, which has been main factor of amendment of child care policy. For this, current child care policy has been analysed. From the analysis, such factors hindered achievement and strengthening professional of public child care as existence of child care policy that has condoned `child centered``, administerial vulnerability of finance for child care institution by the government, exposure of serious conflict of a method of financial support by the government towards child care institutions, and insufficiency of the policy for strengthening the profession of child care teachers even though standard of qualification for child care teachers has been supplemented have been pointed. An actual research and report of a strategy for financial support for development of profession and expansion of publicity for child care, necessity of complementary measures for expanding teachers` professional, and expansion of policy support in order to secure child-centered child care system have been suggested.
