베버의 ‘프로테스탄트 윤리 테제’가 잘 예증했듯이, ‘종교와 발전의 관계’는 개발 도상국의 종교적 변동을 설명하고자 할 때 중요한 것이라 볼 수 있다. 그렇지만 베버 이후 현재까지 국제적 발전 이론과 전략 속에서 이 주제에 대해서 실제로 본격적인 경험적 연구가 그리 많이 축적되지 않은 것이 사실이다. 이 같은 종교의 ‘주변화’에 결정적 역할을 한 것은 사회이론을 지배한 근대화 이론과 세속화 이론이다. 문화가 발전 전략에 미치는 영향을 중시한다면 우리는 이제라도 종교의 특수한 역할에 초점을 모아야 할 것이다. 이런 측면에서 필자는 이 글에서 ‘종교와 발전’에 대한 세계 학계의 다양한 이론과 최근 변화의 흐름을 종교사회학 분야를 중심으로 검토하는 작업을 하였다. 이 글은 국내 사회과학계에서 사회 발전에 관한 논의를 지배했던 급진적 발전사회학의 한계에 주목하면서 그동안 사실상 거의 잊혀져왔던 요인이었으나 현 시점에서 새롭게 조명할 가치와 필요가 대두된 ‘문화’(특히 종교)의 중요성에 주목한 것이다. 구체적으로, 필자는 새로운 관점으로서 ‘균형을 갖는 성장’으로서의 발전(진보)의 관점을 수용한다. 사회경제적 발전을 이루는 데는 기본적으로 종교와 종교적 가치가 ‘구성적’ 부분이다. 동시에 종교와 종교적 가치는 발전의 ‘사회적 한계’를 정의하는 근원으로서 역할을 수행한다. 이에 더하여 필자는 인류학을 지배하는 문화 상대주의 한계를 비판하면서 최근 새롭게 대두된 이른바 ‘문화 발전주의’의 관점이 현 시점에서 ‘종교와 발전’을 연구하는 사회과학자들에게 상대적으로 타당하며 긴요한 방법이라고 제안하였다.

As Max Weber`s Protestant Ethic thesis shows, the relationship between religion and development provides useful explanations for religious change in the developing world. Since Weber`s thesis, in fact, religion has been rather ignored in international development theory and practical strategy. Why have development studies historically neglected the issue of religion? The dominance of modernization and secularization theories during the development era has been imperative to the ``marginalization`` of religion in the discourse of development studies. As a theoretical review of religion and development within the field of sociology of religion, this study argues that we should account for the specific role of religion in order to understand the impact and influence of culture on development strategy. Considering the underlying problems in Marxist-influenced development sociology, the present study focuses on the importance of culture (specifically religion) in the discourse of social theory regarding development. The author accepts a new perspective addressing development (progress) as a ``growth with balance.`` According to this perspective, religion and religious values are identified as both constructive and limitative in socioeconomic development. Finally, the author addresses that social scientists studying religion and development should take an intellectual stance known as ``cultual developmentalism`` which strongly argues against cultural relativism.
