본 연구에서는 최근 논의되고 있는 보편적 복지제도로의 전환의 경제적 효과에 대해 분석하였다. 보편적 복지제도로의 전환에 따른 소득위험으로부터의 보호 기능 강화, 기존의 복지제도의 후생비용의 감소와 같은 후생증진 효과와 복지지출확대에 따른 조세부담 증가로 인한 후생비용 증가를 감안한 분석을 통해 다음과 같은 결과를 얻었다. 보편적 복지 패러다임하에서 복지지출수준을 대폭적으로 높이지 않을 경우 복지패러다임 전환에 따른 후생비용이 크지 않을 것으로 보이나, 최근 논의되고 있는 복지급여 증대의 논의를 바탕으로 복지급여 수준을 대폭적으로 높일 경우 거시경제지표를 악화시킬 뿐만 아니라 사회의 전반적인 후생증진 효과를 기대하기 어려울 것으로 사료된다. 이는 복지지출의 확대에 의한 가처분 소득과 소비의 변동성 감소에 따른 소득위험으로부터의 보호기능 강화라는 순기능보다는 소득과 소비의 평균수준 하락과 여가소비에 대한 의사결정 왜곡이라는 역기능이 더 강하게 나타날 것으로 예상되기 때문이다.

We study the economic effects of the paradigm change in social welfare policy from the targeted social welfare to the universal social welfare. The simulation results using a general equilibrium model, taking explicit account of various aspects of adopting the universal welfare, such as increase in the risk-pooling, increase in tax burden, reduction of the moral hazard due to the high explicit tax rate imposed by the current policies, shows that: (1) the social welfare is not improved by the paradigm change to the universal welfare; (2) the welfare cost of the paradigm shift is not high if the welfare expenditure is not large, but the increase in the expenditure level to that discussed recently will substantially deteriorate the social welfare; and (3) the change in the social welfare depends more on the change in the average of the disposable income, consumption, and leisure consumption, than on the change in the degree of their fluctuation.
