This article is prepared for prior evaluations about the politics of King Sejo(世祖) have substantial problems. From my point of view, while comprehending the history of the Joseon Dynasty(朝鮮王朝), what is more highly considered is the context of privilege and the change of system which guaranteed that heredity, rather than the transition of governing system and public sphere. Also, as a historian, it is a significant work to expatiate on the culture that took wielding the prerogatives and transmitting the privileged class for granted. Thus, I will disclose the fact that the momentous political changes under the process of coming into power of King Sejo worked as conclusive factors for the cataclysm of political culture of Joseon, by analyzing the ministers between under King Sejo and under King Sejong(世宗). From the founding of the Joseon Dynasty to directly after the succession to the throne, the politics and organization of culture and institutions placed the focus on fortifying the transcendental sovereign power. Worthy retainers who were appointed by the principal cases-until the acceding to the throne of King TaeJong(太宗), such as Establishments of Dynasty and Rebellion of prince-were controlled through the course like purges, so they could not become more powerful, just built the co-relation through the medium of the king. Besides, since the bureaucracy and rules were improved and applied potently, the number of the high officials did not outnumber the proper number. The advancement of culture and institutions of the era of King Sejong-like enhancement of courtesy and music, publication of [Yongbiecheonga(龍飛御天歌)], etc-was the gem of the reinforcement of sovereignty. However, while the King Sejong seized the power and become king, the retainers already formed the correlation, and particularly after the death of King Sejo, they exerted their enormous power as Hungu forces(勳舊勢力). Rule of bureaucracy were distorted by the King Sejo, consequently, high-ranking officials enlarged and their term of office became much shorter compared with former times. In other words, new politics which were characterized by the retainers with great power similar to the royal power and right to participate in decision-making of public officials of Dangsangkwan(堂上官) engendered the current of political culture that are antithetic to the previous stream from Foundation to the era of King Sejong. To put it pithily, the crux of changes in political culture during the process of King Sejo enthronement is that gaining lots of profits from the weak by exercising their privilege became widespread and heredity of privileged status became intensified.
