(7)독서모임에는 특별한 혜택을 주어 독서인의 권위를 높였다. (8)독서를 통해 인재를 양성하기 위하여 성균관에 존경각을 건립하였다. (9)사학과 종학을 활성화하여 학문에 몰두하게 하였다. (10)성리학과 교육의 중요성을 강조하고 인재양성을 위해 홍문관을 설립하였다. (11)사가독서제를 부활하여 인재를 선발하고 독서하도록 하였다.
