본 연구의 목적은 신공공관리론, 미국의 학교책무성 정책 그리고 우리나라 학교 책무성 정책의 공통특성을 분석함으로써 우리나라 단위학교 책무성 정책의 성격을 밝히고자 한다. 이에 따른 구체적인 연구문제는 다음과 같다. 먼저, 신공공관리론과 미국의 학교 책무성 정책이 공유하는 특성을 밝히고자 한다. 둘째, 미국의 학교 책무성 정책과 우리나라 학교 책무성 정책이 핵심특성을 공유함을 밝히고자 한다. 신공공관리론과 미국의 성과중심 책무성 정책 그리고 우리나라의 학교 책무성 정책이 공유하는 특성은 다음과 같다. 우선, 책무성의 전제조건 측면에서, 단위학교에 자율성을 부여하고 있다. 둘째, 책무성의 당사자 측면에서, 위임자가 조타수로서의 역할을 강조하고 있다. 셋째, 책무성의 내용 측면에서, 투입?과정보다는 학업성취도 평가라는 결과 내지는 성과에 초점을 맞추고 있다. 넷째, 책무성 수단측면에서 보상과 제재의 강화이다. 요컨대, 미국의 책무성 정책 그리고 신공공관리론이 서로 핵심적인 특성을 공유하고 있고 이를 성과중심 책무성 정책으로 판단하였다. 이와같이 우리나라 책무성 정책의 성격을 명확히 하는 경우 정책의 논쟁점을 명확히 하고 이를 통해 건설적인 제도설계에 기여할 수 있다.

This study examines the accountability model which accountability policy in Korea is based on. For this, the research questions are set up as follows: (1) what are the common characteristics between new public management and accountability policy in U.S.? (2) What are the common characteristics between accountability policy in Korea and performance - based accountability in U.S.?. The common characteristics among school accountability policy in Korea and in U.S. and new public management are as follows. First, autonomy is given in view of precondition in accountability. Second, the role of steering is emphasized in view of all concerned in accountability, Third, outcome is more focused on rather than input and process in relation to the contents in accountability. Fourth, incentives/sanctions are emphasized in the means of accountability. In sum, he common characteristics among school accountability policy in Korea and in U.S. and new public management are shared and that is outcome-based accountability.
