경제발전에 따라 주거 편리성과 개인주의적 성향으로 인해 수요가 급증한 아파트 생활에는 장점이 있는 반면에 단점도 있다. 특히, 저소득계층이 거주하는 영구임대아파트단지에는 여러 주거문제들이 발생되고 있으며, 이 문제들은 임차가구들의 자발적 노력으로 해결되기 어렵다. 그럼에도 불구하고, 이에 대한 정책적 노력은 미미하고 학문적 연구도 거의 없다. 본 연구는 영구임대아파트단지 공동체 활성화를 위한 영향요인을 분석하고, 영향요인을 중심으로 임차가구들의 수요를 분석하는 것을 목적으로 한다. 이러한 목적을 달성하기 위해 서울과 경기도의 주요 영구임대주택단지들을 대상으로 설문조사를 실시하였다. 이를 통해 본 연구는 다음과 같은 정책대안을 제시한다. 첫째, 공동체 활성화를 위해 지원적 역할이 기대되는 부대복리시설의 경우 단기적으로는 현재의 공간을 효율적으로 재배치·활용하여 확대하고, 중장기적으로는 더 많은 시설을 갖추도록 해야 한다. 둘째, 경제상황을 개선하기 위해 고용기회를 확대하고, 취업정보를 제공하며, 취업교육을 실시하는 동시에 취업시 일정기간 수급권을 유지하도록 할 필요가 있다. 셋째, 공동체의 중요성을 교육·홍보함과 동시에 공동체 활동에의 참여를 위한 인센티브와 질서문란행위에 대한 제재를 연계하는 정책이 필요하다.

With economic development, demands for apartments have been rapidly increased by residential convenience and individualism. But, living in apartment has strengths and weaknesses. Especially, there are many residential problems in permanent rental apartments, which cannot be solved by tenants. Nevertheless, there is little research on community vitalization as the most effective alternative to solve the problems. The purposes of this study are: (1) to find the factors affecting community vitalization in permanent rental apartments and (2) to analyze the demands of tenants for the factors. It surveyed 226 households living at 4 permanent rental apartments in Seoul, Incheon and Gyeonggi-do. The policy implications are: (1) well-being facilities must be expanded through efficiently relocating existing joint-spaces in the short run and setting up new ones in the long run; (2) information, opportunity and education for employment should be provided and a tenant who is employed is allowed to live in his(her) apartment for about two years; and (3) the importance of community needs to be promoted and the policies can be implemented to link incentives for participating in community activities with the sanctions against disorder behaviors.
