최근 지방자치단체의 재정위기가 이슈다. 세입확대는 어려워지나 각종 단체·협회의 보조사업 욕구는 폭증함으로서 총 세출예산의 10%를 차지하고 있다. 그러나 지자체의 투자재원 확대를 위해서는 과중한 민간보조금은 통제될 필요가 있다. 이 연구는 지방자치단체의 민간경상보조사업 수와 보조금액에 대한 과감한 감축방안들을 제시함으로서 투자가용재원의 증대를 논의한다. 이를 위해 대구광역시 실·국별 민간경상보조 사업을 실증 분석하였다. 그 결과, 일회적·전시행사성인 불요불급한 사업의 폐지와 보조금 삭감을 제안한다. 특히, 특정회원과 구성원이 있는 단체·협회의 특정사업은 자율개최하거나 수익자부담 원칙하의 자부담 매칭제를 촉구한다. 또한 미래 신 성장 동력 창출을 위한 중장기 연구개발과제는 국비·민자·지방비 등 매칭비율에서 지방비가 30%이하인 사업만을 유치하되 향후 연구결과와 성과가 나도록 엄격히 관리·통제될 필요가 있다. 나아가 제도적 절감대책으로 성과평가 일몰제, 기준보조율제, 민간보조사업심의위원회, 보조사업 전담팀제 등을 제안한다. 이로서 증대된 투자가용재원은 지방채상환과 중요 계속사업의 조기완수 등에 재분배됨으로서 예산효율성과 생산성 향상을 통한 지방자치단체의 재정건전성을 회복시킬 것이다.

Recently the financial crisis of local governments is an issue. Although the expansion of tax revenue is difficult, a wide range of organizations and groups` request for subsidies has been explosively increasing. It accounts for up to 10 percent of the total general expenditure budget. But excessive subsidies need to be controlled for the expansion of financial resources for investment. This paper discusses how to augment available financial resources for investment by drastic curtailing the number of subsidy projects and the amount of subsidies. To do so, an empirical analysis method is applied to subsidy projects in office and bureau of the Daegu Metropolitan Government. As a result, this study suggests to abolish or cut subsidies for non-essential projects. Especially, particular project implemented by a specific organization should be financed by the group itself or at least borne certain amount of fund by the benefit principle. Moreover, mid-long term research development projects for creating the future new growth engine should be attracted less than 30 percent of local government`s matching fund and strictly managed to achieve research results and outcome. As systematic methods to reduce unnecessary subsidy projects, Sunset system, Standard subsidy rate system, Private subsidy committee and Task force team are suggested. As a result, augmented available financial resource for investment is redistributed for repayment of local government bond or for early completion of the major continuous projects. Finally, the soundness of local finance will be recovered through improving budget efficiency and productivity.
