본 연구는 최근 학교폭력으로 점철된 학교의 문화를 선진화하기 위해서는 학생자치활동이 활성화되어야 한다는 문제의식 하에, 초ㆍ중등 학교의 학생동아리 및 봉사활동에 대한 교사와 학생의 인식을 분석하였다. 분석결과를 토대로 학생동아리와 봉사활동이 나아가야할 방향을 제언하면 다음과 같다. 첫째, 동아리 및 봉사활동이 이제는 질적인 모색을 해야 할 시기이므로 학생 스스로 운영하는 동아리활동을 활성화해야 한다. 둘째, 동아리활동을 활성화하기 위해서는 정부, 학교, 지역사회가 협력하여 적극적인 지원을 해야 한다. 셋째, 우수 동아리에 대한 행·재정적 지원을 강화해야 한다. 이를 위해 취미 중심의 동아리뿐만 아니라 교과학습과 연계한 학술동아리, 창업동아리 등 우수한 동아리를 발굴하여 지원해야 한다. 넷째, 학생들이 자신의 욕구와 적성에 맞는 봉사활동을 할 수 있도록 봉사활동 기관을 확대하여야 한다. 다섯째, 교육과정 내에서 실시하는 학교봉사활동이 다양화되어야 하며, 학년별 특정한 날에 전체적으로 실시하는 봉사활동이 아니라 동아리별, 또는 학급단위 등 소단위별 특색있는 꾸준한 봉사활동이 실행되도록 계획하고 지원하여야 한다. 여섯째, 동아리활동으로 계발한 역량을 봉사활동을 통해 발현시킬 수 있도록 동아리-봉사활동 연계 운영을 활성화하여야 한다.

The purpose of this study was to analyze the teachers and students` recognition of the students` autonomy activities especially focusing on the students club and voluntary service activities. This study used on-line survey to 100,000 students and teachers, and received about 40,000 numbers of questionnaires. The results based on the questionnaire survey are as follows. Firstly, it`s time to think about quality of the students` club and voluntary service activities. Therefore we need to vitalize students` activities managed by students themselves. Secondly, government, regional community and schools altogether need to build cooperative system to revitalize students` club activities. Thirdly, administrative and financial support should be given to the excellent student club and service activities. Fourthly, voluntary service institutions need to be expanded to give students more chance to active according to their needs and aptitude. Fifthly, students` voluntary service activities should be diversified within curriculum. Lastly, the linkage of students club activity and voluntary service activities need to be vitalize to reveal the competencies developed by students various activities.
