거란의 침입을 피해 나주로 피난하는 과정에서 공주에 들른 현종은 그곳의 절도사 김은 부로부터 환대를 받고, 그의 장녀를 비로 맞이하였다. 이후 김은 부의 두 딸을 또 비로 들이었다. 현종이 김은 부의 세 딸을 비로 맞이한 것은 김은 부의 강요에 따른 것이 아닌, 현종의 의지에 의한 것이었다. 이렇다 할세력기반 없이 목종 12년의 정변을 계기로 양반 관리들에 의해 옹립된 현종으로서는 자신의 측근세력을 양성할 필요를 느꼈다. 공주절도사인 김은 부의 군사적 능력이나 자신에 대한 충성심이 현종으로 하여금 그의 딸들과의 혼인을 추진하게 만들었던 것이다. 공주절도사 김은 부의 출세에도 불구하고 공주는 현종 3년의 지방제도 개편에서 소외되었다. 더구나 현종 9년의 개편에서 공주는 지사주(知事州)로 강등되었다. 그런데 지방제도의 개편의 주도한 인물들이 현종의 옹립세력이었음은 주목된다. 그들은 정치가 특정 지역세력에 의해 좌우되는 것을 원하지 않았다. 그들이 현종 즉위 이후 중앙집권적 정치체제를 추구했음은 당연하다. 이를 위해 그들은 의도적으로 공주의 지위를 격하시켰던 것이다.

Koryo King Hyunjong(고려 현종) fled south all the way to Naju(나주) when the Khitan(거란) army occupied Kaesong in 1010, In his evacuation, King Hyonjong stayed a little while at Kongju(공주) and was welcomed by the Military Governor(절도사) Kim Eunbu(김은부). Eventually King Hyunjong greeted Kim Eunbu`s three daughters as his queens. It was not by Kim Eunbu`s pressure but by King Hyunjong`s intent that he greeted Kim Eunbu`s three daughters as his queens, King Hyunjong who became King without any power base felt need to establish his own political supporters. He took note Kim Eunbu`s military power and loyalty toward the King. It made King Hyunjong to resolve marriages with Kim Eunbu`s daughters. In spite of Kim Eunbu`s political success, Kongju was not provided proper treatment in the local government system arranged in 1012. Furthermore, the position of Kongju in local government system arranged in 1018 was downgraded. By the way, it is noted that officials who undertook the reform of local government system was civil officials who preformed leading role in ascending King Hyunjong. They did not want the political situation that politics controlled by officials from certain districts. They wanted centralization of political power. For this end, they downgraded Kongju`s position in local government system intentionally.
