남방 산물인 대나무는 공물로 남부 지방에 배정되었다. 이를 조달하기 위해 각 고을에서는 관영 竹田을 두고 대나무를 잘 가꾸어야 했다. 그런데 17세기에는 이상저온 현상이 지속되어 작황이 좋지 않았을 뿐만 아니라 동사하는 경우도 많아 시기를 못 맞추거나 아예 상납을 못하고, 숫자를 채우지 못하거나 저질을 상납하는 일이 잦아졌다. 이로 인해 지방관과 실무자 및 운송자가 처벌을 받는 경우가 빈번했고, 이들은 처벌을 피하기 위해 민간 죽전에서 헐값에 매입하여 반발을 불러일으켰다. 한번 냉해를 입으면 2 3년이 지나야 복구되는데, 연이은 한파는 분쟁을 잦아지게 했다. 이에 정부에서는 대나무 공물을 경감하는 정책을 폈고, 관영죽전을 엄하게 관리하여 대나무를 잘 배양하도록 하는 정책을 강화했다. 그러나 복구능력이 뒤진 관영 죽전은 대부분 황폐 상태로 남았고, 대신 배양에 힘을 쏟은 민간 죽전은 도처에 조성되어 있었다. 그래서 민간 죽전에서 대나무를 매입하여 상납하는 고을이 많아지게 되었고, 아예 서울 상인으로 하여금 납품하도록 방안이 시도되기도 했다.

A southern product, bamboos were designated to the southern regions as a tribute. Southern towns had to grow bamboos in the government bamboo fields to supply them as a tribute. In the 17th century, however, several problems happened regarding bamboo growing including the continuance of unusually low temperature and many bamboos being frozen to death. As a result, the town people all over the southern regions failed to make the bamboo tribute deadline, supplied no bamboos or only some of the quota, or delivered bamboos of low quality. Thus the concerned local officials, practitioners, and transporters were subject to punishment more often. In an attempt to avoid punishment, they purchased bamboos from the private sector at a low price and accordingly were faced with resistance from the private sector. Once bamboos were damaged due to cold weather, it would usually take them two or three years to recover. The successive cold waves made the disputes over bamboos happen more frequently. In response to the situation, the government established a policy of reducing the bamboo quota and reinforced the policy of strictly managing the government bamboo fields and growing bamboos well. Lacking in the restoration skills, however, the government bamboo fields remained in the devastated state in most cases. On the contrary, the private sector managed to create well-cultivated bamboo fields all over the regions. As a result, more and more towns began to purchase bamboos from the private bamboo fields for their tribute quotas. They even attempted to make the Seoul merchants make the bamboo delivery.
